Pay Rate: $45.67 / hour
Location: Stockton, CA
Schedule: Monday – Thursday | 7:30 AM – 5:30 PM Friday | 7:30 AM – 4:30 PM (Every other Friday off)
Job Description
We are seeking an experienced HR Manager to lead and manage all aspects of human resources operations. This role is responsible for developing HR strategies, ensuring compliance with labor laws, and fostering a positive and productive workplace culture.
The ideal candidate will bring strong leadership, compliance expertise, and experience managing employee relations in structured or regulated environments.
Duties and Responsibilities
- Develop and implement HR strategies aligned with overall business objectives
- Manage the recruitment and hiring process, including onboarding of new employees
- Oversee employee performance management, including evaluations, feedback, and development planning
- Ensure compliance with federal and state labor laws, including handling HR-related legal matters
- Foster a positive workplace culture through employee engagement and conflict resolution
- Design and implement training and development programs to support employee growth
- Manage employee relations including investigations, grievances, and disciplinary actions
- Oversee payroll processing (bi-weekly), benefits administration, and HRIS systems
- Interpret and apply union contracts as applicable
Qualifications
- 5–8 years of progressive HR experience, preferably in unionized or compliance-heavy environments
- Strong knowledge of FMLA, ADA, and federal & state labor laws
- Experience with payroll processing, benefits administration, and HRIS systems
- Proven ability to manage employee relations and workplace investigations
- Experience interpreting union agreements; involvement in union negotiations is a plus
- SPHR or PHR certification highly preferred
- Public sector or housing authority experience is a plus
