An employee in this position performs administrative and technical work in support of the emergency management program, SARA Title III hazardous materials program, and Radiological Emergency Preparedness Program for the Emergency Management division of Harnett County. This includes: assisting in the development of the County Emergency Operations Plan; consulting, advising, enforcing and monitoring SARA title III hazardous materials; coordinating and managing emergency and disaster situations; planning and coordinating disaster mitigation planning and projects;  planning, developing, implementing, and maintaining a series of Countywide emergency response plans that addresses mitigation, response, and recovery; assists in serving in various roles within the Emergency Operations Center during a disaster; consulting with nursing homes, hospitals, schools, etc. on effective response and recovery plans; and coordinating plans with other counties, state, and federal agencies.  Work is performed under the supervision of the Assistant Emergency Management Coordinator.
Hiring Range: $56,928.00 - $66,179.00 based on education and experienceESSENTIAL FUNCTIONS OF THE POSITION:
  • Primary responsibility will be to manage and maintain the recovery and mitigation efforts for Harnett County 
  • Coordinates and manages various grant and disaster programs.
  • Works with federal and state partners on recovery and mitigation efforts.
  • Coordinates with federal, state and local representatives during recovery phase after a major disaster.
  • Assists the EM division in the development of emergency operational plans, reporting, mutual aid agreements, and local emergency operations standard operating guidelines.
  • Assist with maintaining the County EOP.
  • Manages federal and state grant programs including the maintenance of documents, agreements, equipment and supply research, and databases; coordinates with vendors and contractors for products and services provided under grants; and monitors status and completion dates of programs.
  • Researches and compiles information related to public and private emergency planning; compiles data for local emergency management reports; and prepares, records, and files reports.
  • Assures the readiness of the EOC, plans for continuity of government in emergencies, and staffs the EOC during activations to assist in the coordination and management of law enforcement, fire and rescue services, EMS, governmental agencies and volunteer organizations during emergency situations.
  • Must be able to drive and operate a vehicle towing various trailer sizes to respond as needed.  
  • Assists training local government emergency agencies, responders, hospitals, schools, and shelter teams on the Radiological Emergency Preparedness program.
  • Conducts preventative maintenance and repairs as necessary to ensure the readiness of various emergency equipment and trailers
  • Serves as an ES On-Call representative to respond to emergency situations during evening and weekend hours as scheduled.
  • Consults with and provides technical assistance to emergency response agencies, municipalities, government agencies, volunteer and private organizations on a wide variety of emergency management issues.
  • Provides support to the Fire Marshal division as requested for on scene operations
  • Supports other Emergency Management agencies through mutual aid or EMAC agreements;
  • Requisitions, inventories, and maintains emergency response equipment.   Assists in managing the Emergency Services warehouse to ensure the readiness of emergency supplies and equipment.
  • Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK: 
  • Associate’s degree in emergency management or a related field.
  • Two (2) years of related work experience.
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license.
  • Possession of a valid North Carolina Class A Non-CDL Driver’s License (or obtained within (1) year of hire).
  • Possession of Certification as an Associate Emergency Manager, by the NC Emergency Association or Nationally recognized equivalent (or obtain within four (4) years of hire).
  • Certification at the OSFM Hazardous Materials Operations Level.
  • Ability to meet the minimum Job Performance Requirements (JPRs) for NFPA 1033 - Standard for Professional Qualifications for Fire Investigator in a reasonable amount of time.
  • Certification in Incident Command ICS 100, 200, 700, and 800. 
  • Possession of FEMA Incident Command System 300 Certification – Intermediate ICS for Expanding Incidents.
  • Possession of FEMA Incident Command System 400 Certification - Advanced ICS for Command and General Staff. 
  • Possession of Federal Aviation Administration Part 107 License. (Or obtained within (1) year of hire.)
KNOWLEDGE, SKILLS, and ABILITIES: 
  • Knowledge of the practices, procedures, standards, and regulations regarding emergency management coordination at the local level.
  • Knowledge of procedures involved in the preparation of federal and state grant applications, in disaster recovery procedures including documentation, and FEMA related policies and regulations.
  • Knowledge of modern principles, practices, and processes involved in emergency management.
  • Knowledge of hazardous materials handling, storage, and resources available.
  • Knowledge of the geographical layout of the County and all related municipalities.
  • Knowledge of current literature, trends, and developments in the field of emergency management.
  • Knowledge of federal, state, and County policies and regulations in disaster planning and response, and hazardous waste management is required. 
  • Skill in communicating effectively, both in oral and written forms.
  • Skill in working well with others.
  • Ability to communicate in a tactful and diplomatic manner.
  • Ability to react quickly, effectively, and professionally in emergency situations and major disasters. 
  • Ability to use sound judgment and determine best options making critical decisions in adverse situations.
  • Ability to interpret, explain, and apply laws, policies, procedures and regulations during specific emergency situations and in daily operations.
  • Ability to plan and coordinate rescue efforts during an emergency.
  • Ability to establish and maintain effective working relationships with emergency agencies and personnel, volunteer emergency service organizations, public officials at the local/state/federal levels, business and community leaders and organizations, other department heads, management, and employees.

PHYSICAL DEMANDS:
Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects.  This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking.  An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect defects or fabricate parts.
WORK ENVIRONMENT:
The employee is subject to inside and outside environmental conditions including extreme temperatures; noise; vibrations; hazards associated with emergency work such as fumes, chemicals, dust, odors, gas, and oil; and exposure to bodily fluids and thus subject to OSHA bloodborne pathogens.   

Salary : $56,928 - $93,931
