An employee in this position is responsible for providing professional and analytical support to the Sheriff’s Office. An individual in this position analyzes and assesses criminal information of a confidential nature and develops comprehensive analytical reports based on available data. The employee is required to utilize numerous specialized analytical and informative state and federal databases to develop time series analysis, link analysis, and geographic analysis to identify suspects involved in violent crimes. The employee will also compile statistical reports, bulletins, and courtroom graphics. The employee is also responsible for quality control of data entered into the various investigation databases to maintain the integrity of the information received and disseminated. The employee assigned to this position will be required to have the ability to be on call 24/7 to respond to critical incidents quickly and with little notification. The employee assigned to this position exercises independent judgment and initiative in performing assigned duties; however, general supervision is provided to ensure conformance with the division’s established rules, policies, and procedures.ESSENTIAL FUNCTIONS OF THE POSITION:

  • Collects crime report data, arrest data, field interview data, intelligence reports, and other crime-related data to forecast and identify crime patterns: analyzes crime patterns, series, and trends using chronological and geographic measures and statistical methods.
  • Provides detailed crime statistics and trends to the Sheriff, his command staff, and others to aid in short- and long-term decision-making regarding strategies, policies, prevention techniques, patrol and investigative priorities, deployment of resources, etc.: collects, collates, analyzes, and generates detailed crime statistical reports; identifies and analyzes statistical trends, hot spots, and socioeconomic factors that contribute to criminal activity; creates and distributes reports and presentation materials as requested; and reviews impact of policing efforts on crime.
  • Analyzes Call Detail Records (CDRs) provided by cell phone companies to create maps, timelines, subscriber lists, and frequency reports that can be used as investigative tools and for courtroom presentations.
  • Merges information obtained via search warrants from communications applications to provide a comprehensive overview of communications between multiple individuals, identify communication patterns and establish associations between previously unrelated subjects. (e.g. CDRs, forensic phone examination reports, social media, and email accounts.)
  • Compiles and manages reports, attachments, and other supporting documentation contained in investigation case files; converts all documents and media to electronic formats using multiple applications and software suitable for dissemination to case agents and prosecuting attorneys while maximizing search capabilities and functionality.
  • Testifies in court as needed regarding maps and other products created from CDRs.
  • Performs other work-related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Associate’s degree in law enforcement, criminal justice or a related field;
  • Two (2) years of related work experience;
  • Or equivalent education and/or experience sufficient to successfully perform the job’s essential functions; 
  • Possession of a valid North Carolina driver's license
KNOWLEDGE, SKILLS, and ABILITIES: 

  • Knowledge of Microsoft Office software, specifically Excel and PowerPoint.
  • Knowledge of collecting, processing, analyzing, and disseminating information and intelligence.
  • Knowledge of criminal justice terminology and practices.
  • Knowledge of computer networking and operating systems.
  • Knowledge of investigative trends, available tools, and software.
  • Knowledge of database management systems.
  • Knowledge of audio/video hardware and software.
  • Knowledge of statistical concepts and methods.
  • Skilled at reading large amounts of information, extracting intelligence, and preparing a summary for briefings.
  • Skilled at organizing mass quantities of data into a usable product.
  • Skilled at researching and analyzing information.
  • Skilled at using numerous resources to identify individuals when minimal identifying information is available.
  • Skilled at linking small pieces of information to develop intelligence.
  • Skilled at utilizing audio/video equipment for presentations.
  • Skilled at resolving technical issues when working in new surroundings.
  • Skilled at determining the best method to use to find information needed as quickly as possible.
  • Ability to be on call 24/7.
  • Ability to work long hours in a stressful, fast-paced environment, with constant interruptions.
  • Ability to work away from home for extended periods on short notice.
  • Ability to respond to natural disasters, critical incidents involving mass casualties, and any event that requires on-site analytical support (i.e. civil unrest).
  • Ability to prioritize, analyze, and organize information promptly while maintaining the accuracy of information.
  • Ability to determine the most effective resource(s) to use in the problem-solving process.
  • Ability to work with minimal or no supervision.
  • Ability to manage multiple investigation case files simultaneously.
  • Ability to utilize project management tools.
  • Ability to test new software applications and database enhancements and resolve issues to determine best practices and procedures.
  • Ability to network electronic equipment, including computers, printers, scanners, Wi-Fi, etc.
  • Ability to create and present training materials to criminal justice personnel regarding new investigative tools and trends.
  • Ability to work well with diverse groups of investigators, analysts, and other law enforcement personnel.
  • Ability to train and assist less experienced personnel.
  • Ability to operate basic office equipment such as computers and smartphones.
  • Ability to maintain the confidentiality of information received.
  • Ability to communicate in English clearly and concisely, both orally and in writing.
  • Ability to establish and maintain harmonious working relations with others.
  • Ability to work with graphic material (both visual and auditory) compiled during homicide investigations.
  • Ability to work with material that may be sexual relating to criminal activity (e.g., written material, photographs, and/or verbal language, etc.).

PHYSICAL DEMANDS:

Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects.  This work also involves the physical abilities of climbing, handling, perceiving sounds at normal speaking levels, lifting, having manual dexterity, using mental acuity, reaching, performing repetitive motion, speaking, stooping, expressing ideas by the spoken word, and walking.  An incumbent must also possess the visual acuity to analyze information and use a computer.
WORK ENVIRONMENT:

The employee works indoors in an office type of setting.

Salary : $46,835 - $77,278
