Job Description
Smith/Packett is a development firm specializing in the design, the development, and the strategic planning of senior housing. This includes Independent Living, Assisted Living, Memory Care, and Skilled Nursing Facilities. Smith/Packett is nationally recognized and enjoys a longstanding and valued reputation in this industry. Our primary market concentration is in the eastern half of the United States with offices in Roanoke, VA and Charleston, SC. This position will be a 100% in office position in Roanoke, VA.
JOB SUMMARY
The Development Manager will be responsible for overseeing and managing all aspects of planning and developing new senior housing projects along with acquisition and renovation of existing senior housing projects, from the inception through the close out of construction. Working as part of the development team, the Development Manager will manage the development related aspects of project development, including the management of scope, budget, and schedule. Candidates must have the ability to communicate effectively and frequently to provide project updates internally to the development team and externally to our operators, vendors and governing authorities.
KEY RESPONSIBILITIES
- Working with local brokers to identity site locations that meet the project development criteria in viable markets determined by our analysts.
- Working with local civil engineers to vet sites for utility availability, zoning compliance, site plan approval process and identifying site development issues (i.e., soil conditions, rock, set-backs, topography, etc.).
- Coordinating the review and/or development and execution of project related civil, architect and construction contracts.
- Overseeing/developing preliminary site plans and master plans used for presentations, cost evaluations and for planning purposes.
- Coordinating and directing rezoning, or special permit requests, with local municipalities utilizing local civil engineers and attorneys. Represent Smith/Packett at local neighborhood and local official meetings.
- Supporting the process to obtain certificate of public need (COPN), when needed, including preparation of applications, garnering public support, and attending public hearings.
- Coordinating 3rd party professionals to perform site due-diligence activity including surveying, platting, soils investigation, environmental investigation and other development related documentation.
- Developing and maintaining project schedules and overall budgets for assigned projects.
- Proactively managing project-related issues and tracking all project documentation. Maintain accurate and consistent electronic files and documentation for all project assignments.
- Reviewing and processing all project related invoicing on a monthly basis. Ensure accurate management and internal reporting of all project development expenditures.
- Coordinating project related activities between operators, architect, general contractor, and development team members.
- Providing internal project update reporting relative to construction progress, schedule, budget/financing status, project scope, etc.
- Demonstrating a proactive focus on meeting Smith/Packett and operators project requirements in a timely and cost-effective manner.
- Completing project assignments with emphasis on quality of services and attention to timely response to Smith/Packett team and operator needs.
- Complying with all Smith/Packett policies and procedures, including but not limited to ethics and business practice.
- Maintaining a flexible schedule that allows for periodic travel to project sites as assigned.

QUALIFICATIONS
- Bachelor’s Degree required, with preference in Real Estate Development, Urban or Land Planning, Civil Engineering, Architecture, Construction Management or Business Administration. MBA graduates preferred.
- Minimum five (5) years of project management experience preferred, senior housing experience preferred.
- Ability to prepare and track project budgets and schedules.
- Familiarity with architectural, engineering and furniture and space planning drawings and their use.
- Ability to travel as required to monitor progress of assigned development projects.
- Highly organized with strong analytical skills to identify and manage priorities.
- Excellent written and verbal communication skills including public speaking.
- Detail oriented approach to job responsibilities.
- Ability to multi-task and work both in a team environment and independently.
- Proficiency with Word, Excel, and PowerPoint.
