As a Acquisition Division Director, you will supervise an organizational segment and serve as the top acquisition professional leading the acquisition group to support the award and administration of a variety of innovative acquisition solutions.

Location of position: Federal Acquisition Service (FAS), Office of Assisted Acquisition Services (AAS), Acquisition & Procurement Center of Excellence (APEX).

We are currently filling one vacancy, but additional vacancies may be filled as needed.

The GS-15 salary range starts at $151,699 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.   

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as experience in the management and/or oversight of various Information Technology (IT), Professional Services (PS), research and development (R&D) and non-FAR based acquisitions. This experience may include:

  • full performance, of acquisition management (pre and post award);
  • providing procurement advice and guidance;
  • creating standardized processes to ensure quality assurance and control;
  • providing direction to a staff of acquisition professionals;
  • acting as a liaison between customer clients and industry partners; and performing contract management in a fee-for-service environment

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. 

Responsibilities:

  • Directs acquisition activities to meet the federal government's information technology (IT) services, professional services, research and development (R&D), and managed services needs in the most economical, effective, and efficient manner possible. The employee manages a portfolio of projects within a client-focused specialty sector with innovative acquisitions, including non-FAR based procedures, and in this capacity manages a team of acquisition-focused contract specialists supporting and championing the needs of client agencies nationwide and/or worldwide.
  • Evaluates complex requirements to determine and justify appropriate contract type and contract vehicle. Takes a leadership role in the implementation of processes and norms within the organization. Creates standardized processes and expectations for the entirety of staff and workload. Responsible for quality assurance and control within the assigned portion of the employing APEX.
  • The employee is considered a subject matter expert on SBIR, CSO, and other innovative non-FAR based contracts within the portfolio. The employee is responsible for contract requirements that are complex in nature and mission critical. Contracts typically have multiple stakeholders and funding sources that require substantial day-to-day surveillance of contractor performance.
  • Regularly meets with, briefs, and makes presentations to Senior Executive Service (SES) and other executive-level Personnel.
  • Manage the group's portfolio so the workload of the acquisition professionals meets cost recovery goals of organization and balances the workload across the acquisition division. Manages workload assignments to ensure the timely completion of acquisition milestones and mitigate risk on projects.
