The Greater Cleveland RTA is searching for a Grants Compliance Analyst to join our Grants team!
Position Summary
Monitors and reviews regulations, guidelines, and terms and conditions set by grantors, including federal, state, and private entities. Assists with securing grants and ensures funds are used effectively to achieve compliance and desired outcomes of the project. Projects and forecasts cash needs for grants and project specifics. Prepares financial projections for RFPs and RFBs. Maintains documentation related to grants pre and post-award application, capital planning implementation and reporting. Processes grants related to payments, manages banking balances for retainage, manages funds and expenses, grant reconciliations, and ensures adherence to grant requirements.
Detailed DescriptionScope
Regulations, Policy Review, Documentation, Reporting and Relationship Management: Assists with developing GCRTAs capital improvement fund plan and submission to NOACAs Transportation Improvement Plan (TIP) and ODOT STIP. Coordinates inter-departmental information, communicates with external stakeholders NOACA/ODOT/FHWA and FTA to secure funding. Collaborates with the project manager when seeking funding opportunities. Responsible for updating annual project plans, technical amendments, administrative modifications, and grant revisions as needed.
Grant Management and Billing: Reviews and approves purchases requisitions, board resolutions, funding transfers, expenditure adjustments, grant award setups, and change order requests. Processes vendor payments, prepares letters of credit, submits Echo requests for payment, validates invoice payments, prepares monthly receivables and payables, processes journal entries, manages banking retainage and retention, records revenue receipted and maintains documentation for annual audits.
Financial Management, Monitoring and Analysis, and Audit Support: Monitors grant performance, evaluates impact, reconciles grant awards, initiates grant close-outs. Monitors and analyzes expenditures charged against grant for compliance. Performs monthly review of spending trends, reconciles variances and communicates risk. Assists in triennial audit by preparing financial documentation for state, FTA, and local audits.
Reporting, Technical Assistance, and Billing: Processes FTA reimbursement requests for Force Account Labor, coordinates and assists in developing annual force account plan. Submits reimbursement requests to the grantor. Monitors and maintains Kronos monthly labor reports and reimbursement plans. Provides support to the Office of Management and Budget (OMB) and accounting departments during annual NTD and audit reporting. Provides quarterly updates to the grant oversight committee.
Financial Reporting: Prepares schedule of expenditures of federal awards for annual single audit report. Prepares federal and state revenue reports and demographic statistics for annual comprehensive financial reports. Prepares capital reimbursements by award schedule for NTD reporting. Reconciles grant awards for compliance and accuracy. Provides quarterly reports and attends meetings, as needed. Assists project managers and grant administrator with grant applications and provides training and technical assistance. Assists in special projects, addresses challenges that arise during the grant lifecycle and provides solutions. Assists OMB and accounting departments with annual reporting NTD, Black CAT, Budget Book, project delays, and emergency requests, etc.
Minimum Requirements
- 5 to 7 years of experience in regulatory compliance, policy review, technical writing, analyzing data, developing capital plans or related experience. Experience in transportation and/or public sector organizations preferred.
- Bachelors degree in accounting, finance, public administration or related field. In lieu of bachelors degree, 2 years of college and 7 years experience, or high school diploma/GED and 9 years experience will be accepted.
Environmental Conditions: This person will work predominantly in an office-type environment.
Physical Demands: While performing the duties of this job, the employee is regularly required to sit up to 8 or more hours a day. The employee is frequently required to see, hear, and speak. The employee may be required to work at a computer workstation for more than 5 hours a day.
Mental Demands: Reading, studying, focused listening, auditing, inspecting, proofreading, and evaluating required. Ability to give, receive, and analyze information and prepare written materials. Ability to communicate effectively (verbal and written); interpret policy, procedures, and data.
