Position Summary

Administers and assists with operation and all personnel working in Nutrition and Freedom Express. Ensures contractual compliance for both Area Agency on Aging, MCHSD agreements, and any other active contracts necessary. Maintains and promotes public relations with civic organizations, local government, funding agencies and religious organizations. Attend all required meetings and perform other necessary or assigned job related duties.

This position has 4-10 supervisory direct reports and oversees some volunteer services.

Essential Functions:

Leadership

  • Develop Nutrition, Freedom Express, and Peoria Senior Center programs by reaching into the community to develop partnerships and leverage programs. To grow relationships with other community organizations, churches, grantors and business to improve services to the vulnerable populations, increasing their ability to become more self-sufficient
  • Ensures contractual compliance and monitors program delivery
  • Evaluates Nutrition and Freedom Express program staff performance and completes all required evaluations in a timely manner
  • Analyzes community needs for development of new programs
  • Develops and works with Advisory Boards for Peoria Senior Center
  • Facilitates team meetings and staff training
  • Reviews monthly data to determine budgetary compliance with contracts. Makes changes if necessary
  • Prepare reports or provide data to AllThrive 365 to aid in proper billing
  • Ensures compliance with AllThrive 365 policies and procedures
  • Ensures that programmatic components, quality standards are enforced throughout the program
  • Ensures compliance with all federal, state, local, and other applicable regulatory and/or program requirements to include audit readiness.

Supervisory

Carries out supervisory responsibilities in accordance with AllThrive 365's core values, agency policies, procedures, and applicable laws. Responsibilities include:

  • Supervises day to day operation of Nutrition, Freedom Express, and Peoria Senior Center
  • Actively participating in the interviewing and selection processes and ensuring successful functional onboarding and training of new employees
  • Planning, assigning, and directing work for direct reports
  • Setting reasonable stretch performance goals, providing constructive, balanced, regular performance feedback & coaching, and conducting 90-day, quarterly, and annual performance appraisals
  • Recognizing and rewarding performance excellence
  • Communicating and enforcing company policies and programs
  • Applying corrective action, addressing complaints, and resolving problems in a timely fashion; involving and collaborating with leadership and Human Resources as appropriate

Functional/Operational

Personally, and through subordinate employees, carries out the following:

  • Completes and produces monthly Nutrition, Freedom Express, and Senior Center reports to AllThrive 365 accounting and/or other relevant parties
  • Works closely with funders on policy updates, annual review, and funding opportunities
  • Oversees input & maintenance of client records in accordance with contract guidelines with special emphasis on client confidentiality
  • Ensures menus follow nutritional guidelines and that semi-annual rotation menus are updated
  • Ensures cleanliness of congregate dining room and HDM vehicles
  • Oversees the maintenance and upkeep of HDM vehicles
  • Coordinates home-delivered meal program with Kitchen staff
  • Assists with serving congregate meals or HDM delivery as needed
  • Engages in fundraising activities for Nutrition, Freedom Express, and Senior Center Programs
  • Ensures ServeTracker training, input, and reporting
  • Reviews Shamrock orders and compares to menus
  • Plans and coordinates bingo and quarterly nutrition activities
  • Assists with special programs conducted by the staff or volunteer service organizations
  • Assists with Food Bank/Brown Bag distribution
  • Creating weekly goals and implementing to ensure assistance funding is spent by deadlines

Miscellaneous

  • Prepares program reports as requested by the Director, CAP, Nutrition, & Senior Center Programs
  • Supports and encourages linkage with other AllThrive 365 programs, services, and facilities
  • Other duties as assigned

Requirements

Education/Experience/Credentials/Knowledge/Understanding

  • Bachelor's Degree (B. A.) in Business or Public Administration or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience
  • Minimum of five years of experience in human services industry, specifically in the administration and operation of a program offering transportation, recreation, social services and health services to high-risk participants and their families
  • Minimum of 3 years of supervisory experience
  • Possess a valid unrestricted driver license and be insurable by AllThrive 365
  • Possess Safe SERV certification or ability to obtain within 60 days of position entry
  • Possess CPR/First Aid certification or ability to obtain within 60 days of position entry
  • Experience in the administration of Community Action and Senior Center Programs

  • Excellent verbal, written, and listening communication skills to include communicating clearly, effectively, tactfully, and patiently to a diverse population
  • Excellent interpersonal skills and demeanor with the ability to build rapport and garner trust with others
  • Proficient in the use of a PC; in a Windows environment; in the use of the Internet; and in the use of MS Office Applications such as Outlook, Word and Excel
  • Must be able to work within budgets ensuring contractual compliance
  • Must be knowledgeable about the special needs of the elderly and vulnerable populations
  • Must be skilled in budget planning and other aspects of financial management

  • Able to comprehend, retain, and follow policies and procedures relative to the contractual obligations
  • Ability to prioritize projects and workload
  • Must not have any restrictions for physical work for which reasonable accommodation cannot be made

  • Position works in a climate-controlled, well-lit office environment; the noise level in this environment is mild to moderate.

Occasionally required to stoop, kneel or crouch; lift and/or move up to 25 pounds, with reasonable accommodation. Vision required includes close vision, distance vision, and ability to adjust focus.
