Responsibilities
The Project Manager provides leadership, expertise, analysis, and business support as a member of the Enterprise Project Management Office (EPMO) by working with business units, stakeholders, and leadership to execute projects according to project plans and business specifications. The Project Manager leads multiple project teams on enterprise projects of varied nature and scope across the SBA including large, complex projects with significant impact to the enterprise. The Project Manager blends business skills and experience in leading cross-functional initiatives with multiple stakeholders to drive measurable results. The Project Manager reports to the Director of Enterprise Project Management. This position is located in Tallahassee, FL and requires on-site, in-office work.
50% - Serves as Project Manager for SBA projects
- Manages projects of various size, scope and complexity including enterprise wide initiatives involving contracted consulting and/or technology vendors
- Set objectives and establish clear measures to define and meet project deliverables and timelines successfully
- Employs judgment to recognize and mitigate issues that jeopardize project success
- Develops project charters, workplans and timelines in conjunction with internal stakeholders and external vendors
- Works to successfully meet all planned project deliverables and outcomes ensuring that they remain in-scope and meet budgetary, scheduling and quality requirements
- Establishes and maintains sites and other project management tools related collaboration, communication, and artifacts
- Coordinates scheduling across intersecting projects
- Coordinates with business unit managers to insure project resource availability and allocation
- Monitors and coordinates with external parties to oversee work, monitor scope, schedule, costs, and deliverables, and escalates deviations to management for resolution
- Monitors and manages changes in project scope, risk, schedule or cost according to established protocols (e.g., contract language)
- Conducts project steering committee meetings to relay project status, risks, issues, and key decisions.
- Serves as a champion to SBA business users and consistently focusses on SBA strategic objectives.
- Conducts and gathers critical information from meetings with various project stakeholders and produces relevant artifacts, while maintaining a broad perspective of the project goals and desired outcome to SBA
- Communicates insights and plans to cross-functional team members, management, and leadership
- Evaluates the outcomes of projects, leads lessons learned sessions and draw upon experience to advance project management maturity at SBA
30% - Leads the evaluation of business processes for the purpose of improvement
- Analyzes system and functional specifications and makes improvement recommendations
- Gathers requirements, builds teams and fosters a productive environment to ascertain detailed business requirements
- Creates process flow diagrams for business processes related to implementation systems
- Leads projects based on analytical data and facilitates understanding of scope, cost, and schedule with stakeholders
- Assists users in the diagnosis of incidents reported, identifies problems, and provides strategies for resolution
- Builds strong relationships with internal customers, stakeholders and vendors to ensure process improvement outcomes meet business objectives
10% - Fosters innovation to improve business processes
- Facilitates regular discussions intended to explore the use of technology to address business needs
- Leverages existing and new technologies for improved project planning, tracking and collaboration
- Advocates the expansion of project management maturity and champions the use of standardized project management resources
- Works with business units to workflow as-is and desired future state processes
10% - Performs other duties as assigned
Qualifications
Five years of related experience. A postsecondary degree may be used as an alternative for years of direct experience; 2 years for an associate’s degree, 4 years for a bachelor’s degree, 6 years for a master’s degree, 7 years for a professional degree, or 9 years for a doctoral degree.
Preferences:
- A bachelor's degree from an accredited college or university in information technology, accounting, finance, business or a related field
- System implementation and process improvement experience
- Experience and working knowledge of web-based applications
- Project Manager Professional (PMP) certification, or other industry-based certification in Project Management

- Strong knowledge of how to interpret business needs and translate them into application and operational requirements
- Knowledge of a variety of IT software development methods
- Skill in business analysis methods and techniques

Hiring Range: $87,990 - $109,935
