General Responsibilities

Under the general direction of the Associate Director of the Construction Services Group, the Senior Capital Project Manager leads the successful K-12 building projects, finishing them on time and within budget. This position takes on the lead and overall coordination, implementation, execution, control and completion of multi-phase capital construction projects ensuring code compliance and consistency with school district strategies, commitments and goals. This position is responsible for all elements of large-scale capital construction projects, including leading and developing project plans, defining project scope and requirements, and managing project funding. This position shall lead staff on assigned programs, projects and functions.

Region:
Puget Sound/Olympia. Work will be conducted from home or regional office, with regular travel to school districts and project sites as needed. Candidate should be located within, or adjacent to, this service area and have access to high-speed internet. Salary: 
The full range for this position is $140,302.15 - $169,061.83. Offers are made at the entry level of the range. Assignment:
The position will be full-time, year round.

 

Essential Functions/Other Functions

Essential Functions:  
  1. Shall be responsible for oversight of all project management activities in assigned region. Serve as lead for projects of broad scope and complexity.
  2. Support the Associate Directors with the daily management of the Construction Services Group and provide mentorship to project managers and assistant project managers in assigned region.
  3. Lead pre-bond planning in the areas of budget, scheduling and related strategies.
  4. Provide direct oversight for procurement of construction and design contractors, develop bid solicitations, participate in pre-construction conferences.
  5. Lead and develop project plans, defining project scope and requirements; coordinate staff and contractor resources; provide direction and support to project team; monitor and report on progress and issues and provide solutions to stakeholders by determining, implementing and managing project changes and interventions to achieve goals.
  6. Act as the owner's representative during the design, construction and closeout periods. Provide professional and technical advice to district, including project solutions and alternative delivery methods.
  7. Establish and monitor project budgets, schedules, and quality control. Provide clear and concise financial tracking and other capital project status reports to client districts on a periodic basis.
  8. Communicate effectively, both verbally and in writing, present information, reports and recommendations clearly and timely to both internal and external project associates.
  9. Apply knowledge of laws, statutes, ordinances, codes and regulations related to public works, building construction and zoning, as well as CSG and school district policies/procedures.
  10. Oversee contracts with contractors and consultants; conduct regular site visits; process progress payments; accept deliverables; monitor compliance.
  11. Serve as the primary client contact and liaison for VE services with school district and other education organization clients.
Other Functions:
  1. Manage multiple concurrent projects.
  2. Provide training and technical assistance to CSG staff and others.
  3. Stay current with industry standards.
  4. Apply knowledge of principles, processes, systems and techniques of capital construction project and contract management.
  5. Ability to supervise, evaluate and provide guidance to other staff.
  6. Research and recommend pertinent workshops & professional development opportunities for staff - present to Directors/Associate Directors for consideration.
  7. Other duties as assigned. 
 

Minimum/Preferred Qualifications & Skills

Minimum Qualifications:
  1. Bachelor's degree in Construction Management, Architecture, Engineering, Business or related field and five years of experience in construction, construction management, project management, or related field; OR an Associate's and seven years of experience in construction, construction management, project management, or related field; OR a High School Diploma/GED and ten years of progressively responsible experience in construction, construction management, project management, or related field.
  2. Experience and knowledge of public-sector procurement processes in the State of Washington for K-12 schools including Public Works requirements.
  3. Demonstrated experience leading a project management team, including serving as primary point of contact for all stakeholders.
  4. Experience with developing proposals and making public presentations.
  5. Experience using MS Office programs and MS Project or a similar scheduling system.
  6. Knowledge of contract law in the State of Washington and knowledge of federal, state and local regulatory requirements applicable to design and construction.
  7. Knowledge of trends, approaches and problem-solving techniques used in construction, engineering, inspection and compliance issues.
Preferred Qualifications and Skills:
  1. Experience and knowledge of the OSPI funding assistance program (SCAP) for K-12 schools in the State of Washington.
  2. Three years of demonstrated experience leading a project management team, including serving as primary point of contact for all stakeholders.
 

Working Conditions/Employment Requirements

Working Conditions/Physical Requirements:
  1. Work may take place in a variety of settings including outdoors, construction sites, and in office environments.
  2. Assignments may occur at various geographic locations within the State of Washington and will require virtual meeting participation as well as travel.
  3. Extended or flexible hours as necessary.
