DUTIES AND RESPONSIBILITIES:
Under the general direction of the Small Business Development Department, manages the administrative, personnel, fiscal, budgetary, accounting, and expenditure activities of the Shiprock Regional Business Development Office.
Ensures that all actions and decisions related to BIA Business Site Leasing, the Navajo Nation Business Site Leasing Act of 2005, and the Business Site Leasing Administrative Plan are carried out in accordance with applicable requirements. Negotiates proposed business site lease transactions in compliance with Navajo Nation laws. Evaluates, monitors, and measures program operations, business site lease (BSL) transactions, projects, and staff performance.
Provides leadership and oversight for the review and approval of:
- Financial and organizational valuation analyses for proposed projects
- Project and proposal evaluations, including analysis of return on investment to the Navajo Nation
- Research and validation of proposal plans against industry trends, benchmarks, and market movements
Manages a business technical assistance program to support Navajo entrepreneurs, including:
- Business planning
- Market feasibility studies
- Financial statement analysis
- Government contracting assistance
Maintains detailed records of all project, loan, and lease activities. Prepares and provides real-time monthly and quarterly reports on program outcomes, including but not limited to:
- Jobs created
- Business site leases completed
- Loans reviewed and approved
- Technical assistance provided
- Other reports as requested
Conducts work sessions and training on Navajo Nation, federal, and state laws, regulations, and guidelines related to economic development and business growth. Represents the Division in project planning meetings with internal departments and external local, regional, state, and federal agencies related to policy development, project planning and management, and funding opportunities.
Extended business travel and non-standard work hours may be required. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Public Administration, Business Administration, or a closely related field; and Six (6) years of program-related experience, including two (2) years in a supervisory capacity; OR An equivalent combination of education and experience.
SPECIAL REQUIREMENTS:
- Favorable background investigation
- Possession of a valid state driver's license
SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of program administration, strategic planning, project development, negotiation, and personnel management
- Knowledge of budgeting and reporting systems, financial controls, program analysis, and performance measurement
- Knowledge of Navajo Nation, federal, and state laws, regulations, and guidelines applicable to program responsibilities
- Ability to negotiate business site leases and prepare grant applications to secure additional funding
