Provides organizational and technical support services by offering expertise and guidance on land and realty matters. Ensures the timely and efficient processing of project development applications in accordance with Navajo Nation policies and procedures.
- Manages and coordinates the processing of project development applications, ensuring accuracy, completeness, and compliance with applicable requirements.
- Ensures all required clearances are obtained and completed, including but not limited to environmental clearances, surveys, land consents, and other required documentation.
- Reviews applications for rights-of-way, leases, permits, service line agreements, and land withdrawals for completeness and prepares application packets for the Executive Review process.
- Drafts and prepares lease documents in accordance with applicable regulations and policies.
- Uploads, monitors, tracks, and maintains applications within the Navajo Nation electronic systems.
- Communicates regularly with applicants via telephone and email to provide status updates and to request missing or incomplete documentation needed to continue processing.
- Maintains an accurate and up-to-date inventory of all project development applications.
- Works closely with the Accounts Maintenance Specialist (AMS) and Office Specialists to ensure land rental payment records are current and accurate.
- Serves as an advisor and point of contact for applicants by providing guidance on required application documentation and explaining the Navajo Nation Executive Review process to both Navajo Nation entities and external organizations.
- Recommends and advocates for policy, legislative, and procedural improvements related to land use, long-range planning, and the management and administration of tribal realty programs.
- Prepares written reports, correspondence, and presentations related to land development activities.
- Travels occasionally to attend meetings, trainings, and presentations as required.
- Performs other related duties as assigned.
- Associate’s degree in Real Estate, Natural Resources, Engineering, or a closely related field; and Two (2) years of progressively responsible technical experience working with land leases, rights-of-way, or closely related land or realty work; or An equivalent combination of education and experience.
- Must possess a valid state driver’s license.
Knowledge of:
- Federal and Navajo Nation rules, regulations, codes, and guidelines governing leases, permits, rights-of-way, and land withdrawals.
- Navajo Nation land ownership, leasing policies, and realty procedures.
- Customer service and public relations principles and practices.
- Real estate practices, procedures, and documentation requirements.
- Computer hardware, software applications, and peripheral equipment relevant to office and land management operations.
- Reviewing project applications, legal land descriptions, surveys, and quad maps for completeness and compliance with applicable guidelines.
- Prioritizing, scheduling, coordinating, and tracking multiple applications and deadlines.
- Preparing and presenting technical assistance related to leases, permits, and rights-of-way.
- Utilizing effective verbal and written communication skills, including bilingual presentations when required.
- Applying customer service and public relations techniques when responding to inquiries, concerns, or complaints.
- Establishing and maintaining effective working relationships with applicants, Navajo Nation entities, and external stakeholders.
