DUTIES AND RESPONSIBILITIES
This position reports to the Program Manager II within the Navajo Division for Children and Family Services (NDCFS) Public Law Unit.
Effective October 1, 2025, NDCFS implemented the P.L initiative, which integrates employment, training, and related services by streamlining and consolidating multiple federal funding sources into a single, unified plan, budget, and reporting system. The purpose of this initiative is to align NDCFS priorities, reduce administrative burden, and improve the efficiency and effectiveness of financial and program operations.
The incumbent supports the financial and administrative functions of the 477 Unit and assists with the development, implementation, and maintenance of accounting systems, policies, and procedures related to the consolidated funding structure.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Accounting, Finance, Business Administration, or a closely related field; and One (1) year of professional accounting experience.

KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
Knowledge of:
- Generally Accepted Accounting Principles (GAAP).
- Navajo Nation Budget and Accounting Procedures.
- Accounting principles, practices, and procedures.
- Public relations and customer service principles, practices, and techniques.
Skill in:
- Preparing detailed and complex numerical computations and financial reports.
- Developing, monitoring, and reconciling complex budgets involving multiple funding sources.
- Using automated spreadsheets and financial software applications.
- Communicating technical and financial concepts clearly, both orally and in writing.
- Establishing and maintaining effective working relationships across multiple programs and departments.
Ability to:
- Adapt effectively to organizational change and new program structures.
ADDITIONAL INFORMATION APPLICANT SHOULD KNOW
- FMIS Certification or proficiency in a comparable Financial Management Software is preferred.
- This position will assist with policy and procedure development to support the implementation and ongoing operation of the Public Law Section.
