Division of Behavioral and Mental Health Services (DBMHS)

DUTIES AND RESPONSIBILITIES:
Manages and coordinates the construction of building, facility, and infrastructure projects for the Division of Behavioral and Mental Health Services. Responsibilities include coordination with Navajo Nation departments, chapters, businesses, contractors, and other stakeholders.
Works closely with DBMHS directors, planners, and maintenance personnel to achieve project objectives; implements scopes of work and project plans; and develops project-specific directives and work instructions. Defines and manages project scopes, schedules, and deliverables, ensuring projects are properly planned and executed in accordance with approved scope, schedule, budget, and performance measures.
Ensures statements of work clearly specify contractor requirements and deliverables. Executes project closeout activities by reviewing and monitoring contract documentation and verifying that all project activities conform to standards, specifications, and contract terms. Coordinates with Capital Projects Management, the Office of Environmental Health, and other appropriate authorities to ensure required documentation is completed prior to project completion.
Develops budget contingency plans that account for project risks. Monitors construction costs, risk factors, schedules, and funding status. Tracks all project funds and coordinates with the finance section to ensure timely drawdown from appropriate accounts. Reviews expense reports, invoices, and contractors’ monthly progress payment requests. Monitors receipts and disbursements to ensure projects are completed on time, within budget, and to required quality standards.
Participates in public meetings related to project concerns and addresses project challenges by identifying and implementing appropriate solutions. Provides technical advice and recommendations. Conducts project reviews, assessments, and site inspections to ensure compliance with approved plans, regulatory requirements, and professional standards. Coordinates plan reviews, oversees project management activities, and ensures quality assurance for assigned projects.

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Project Management, Construction Management, or a closely related field; OR An equivalent combination of education and experience.
- Favorable background investigation
- Possession of a valid state driver’s license
- Principles and practices of landscaping, architecture, mechanical, electrical, water, and civil engineering
- Methods and practices used in the design and construction of capital projects
- Project planning, scheduling, budgeting, and project management methodologies
- Contract negotiation, contract administration, and construction management
- Federal, state, and Navajo Nation laws, rules, regulations, and guidelines related to facility and infrastructure construction
- Occupational, environmental, and construction safety and health regulations
- Construction material specifications, standards, and quality control
- Management and administrative principles and practices
- Responding to requests for construction and technical assistance
- Developing reports and project documentation
- Planning, implementing, and overseeing construction projects
- Ensuring compliance with safety, health, and environmental protection requirements
- Inspecting construction sites for compliance
- Proficient use of computers and project management tools
