This position is full time, salaried and include medical benefits, PERS, paid holidays, annual and sick leave.

0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

JOB DESCRIPTION:

Responsible for planning, developing, implementing, evaluating, and supervising recreation and cultural programs and other leisure activities at assigned and/or designated recreation facilities; oversight and coordination of staff and volunteers.

The Front Counter Recreation Coordinator for the Valley Community and Senior Center position will be responsible for scheduling and training front counter personnel in software operation, customer service, policy, and procedures. This position will manage and oversee both court-ordered and volunteer community service workers: facilitate and schedule contract instructors; book private parties and coordinate special events; supervise off-hour recreation and programming activities; manage online registrations, deposits, and reservations; disseminate public information via all media outlets.

ESSENTIAL FUNCTIONS

  • Leads, coordinates and supervises activities and programs; provides lead direction, training and work review to assigned staff and volunteers; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work; ensures that proper safety precautions are observed; instructs others in proper work procedures.
  • Develops, promotes, and oversees a variety of recreation and cultural programs; meets with the public and program participants and/or sponsors to promote and implement community special events; drives County vehicles on trips to transport participants; assists supervisor with any other programs and projects as directed.
  • Assists the general public, customers, and/or staff in person or by phone answering inquiries related to department services, programs, and records; receives complaints and attempts to resolve them; explains rules, policies, and procedures; explains the proper use and completion of forms and documents; refers matters requiring policy interpretation to supervisor for resolution.
  • Posts and consolidates an assortment of statistical information on activities and prepares a variety of routine informational and/or statistical reports; reviews revenue and expense receipts and handles petty cash, bank deposits, reconciliations, etc.; tracks receipts and registrations via the computer; purchases and maintains supplies and equipment; evaluates programs and implements changes to ensure cost effectiveness and desired objectives of activities.
  • Prepares a variety of general correspondence, legal documents, articles, newsletters, activity calendars, and/or instructions; prepares flyers, brochures, and other promotional information to assist in marketing programs.
  • Performs site and program visitations to ensure quality of program and safety of participants during activities; performs general building maintenance as necessary, including set-up and take-down of furniture and/or equipment for meetings, classes, and other special events; operates audiovisual equipment as needed.
  • Updates and maintains social media and websites as required.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public

    ADDITIONAL ESSENTIAL FUNCTIONS (Volunteer Coordinator position only)
    • Assists with documentation, waivers, and background checks for a large and varied volunteer work force.
    • Works closely with administration, management, supervisors, coordinators and Human Resources as a volunteer liaison for recruitment of volunteers, communication with various stakeholders, to ensure volunteer screening is complete.
    • Schedules and leads volunteer training, volunteer appreciation efforts and volunteer events. Initiates and oversees recertification procedures as required by policy and/or applicable laws and regulations.
    • Coordinates volunteers for Community Emergency Response Teams (CERT) and other affiliated county entities.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor’s Degree in Recreation Management, Leisure Studies, or a closely related field; AND two (2) years of experience in recreation/senior or sports program planning and implementation and/or recreation facility or community center supervision; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills

Knowledge of:

  • Principles and practices of recreation/cultural program planning, development, implementation and administration.
  • Community recreation/cultural facility management, including scheduling, maintenance and security.
  • Principles, practices and methods of leisure service or community recreation need assessments and program evaluation.
  • Public recreation/cultural trends and community needs and resources.
  • Rules, regulations and ordinances pertaining to recreation and/or sports programs and facilities.
  • Computer applications related to the work.
  • Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.
  • Financial record keeping practices.
  • Basic supervisory practices.

Skill in:

  • Developing and implementing program and project goals, objectives, procedures and work standards.
  • Performing technical and trade skills pertinent to assignment; use of required technical, hand and power tools/equipment; safety procedures.
  • Planning, organizing and implementing multi-faceted recreation and/or cultural programs and activities.
  • Exercising sound independent judgment within general procedural guidelines.
  • Preparing clear, concise and complete reports, correspondence and other written materials.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Planning, directing and reviewing the work of others.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Valid Driver’s License.
  • First Aid and CPR certification within six (6) months of date of employment.

CONDITIONS OF EMPLOYMENT:

  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Douglas County contributes 33.50% of an eligible Regular Member and 50% of an eligible Police and Fire Member's salary for retirement. Deferred Compensation Plans – Employees can participate in the VOYA Retirement Plans, which is funded by the employee.

Paid Leave
12 paid holidays per year. Generous paid leave accrual's including 96 hours sick annually, begin accruing 120 hours annual leave each year. Administrative leave of 5 days or 3 days annually applies to some positions. The County has rich benefits plans to choose from: Preferred Provider (PPO) and Health Savings Account (HSA) with supplemental benefits to include: prescription plan, dental plan, vision, life insurance opportunities, cancer insurance, and disability insurance. Benefit eligibility is the 1st of the month following 30-day waiting period or 60 days, depending on the position. Compensation
Douglas County's compensation system is based on Pay for Performance wherein employees are eligible for annual performance evaluations. The current structure consists of merit increases up to 3% on a qualifying employee's anniversary and Cost of Living Adjustments based on the Consumer Price Index during the first pay period of each fiscal year. The COLA will be up to 5% depending on the CPI each year. Additionally, eligible employees can be recognized for outstanding performance, above and beyond the call of duty, and receive additional compensation through the Recognition of Excellence Program.
