Requirements
Contract and Program Management
- Manage and oversee all contract activities to ensure compliance with contract requirements, performance standards, and deliverable schedules.
- Integrate and coordinate all activities necessary to successfully execute contract requirements.
- Ensure the timeliness, completeness, and quality of contract deliverables.
- Identify, track, and resolve contract performance issues and risks.
- Develop and implement corrective action plans as necessary.
- Coordinate staffing resources to minimize disruptions caused by personnel turnover, coverage gaps, and staffing shortages.
- Monitor contract performance metrics and recommend process improvements.
- Provide training, guidance, and oversight to contractor personnel.
- Perform program financial management and analysis activities in support of contract operations.
- Manage and utilize government-approved financial and accounting systems.
- Analyze financial transactions and reconcile discrepancies.
- Review and validate financial data to ensure accuracy and compliance with established accounting principles.
- Recommend financial process improvements and internal control enhancements.
- Maintain accounting controls and support financial audits and reporting requirements.
- Substantiate financial transactions and ensure appropriate documentation is maintained.
- Maintain an active Microsoft Power BI Data Analyst Associate Certification.
- Deploy, configure, and integrate Microsoft Power BI solutions within a Microsoft 365 environment.
- Develop, maintain, and troubleshoot Power BI dashboards, reports, and visualizations.
- Utilize Data Analysis Expressions (DAX) to perform calculations and advanced reporting functions.
- Perform data transformation and preparation using Power Query.
- Support monthly Program Management Reviews (PMRs) through development and maintenance of reporting dashboards.
- Analyze reporting issues and provide recommendations for resolution.
- Advise stakeholders on data model design, integration, and reporting best practices.
- Maintain the integrity, accuracy, and standardization of financial and program management data models.
- Manage system configuration control and troubleshoot automated reporting and dashboard issues.
- Coordinate and fulfill requests for data visualization and reporting requirements.
- Administer user access, permissions, and security controls for reporting systems.
Education
- Bachelor's degree in Business Administration, Finance, Accounting, Management, Information Systems, Data Analytics, or a related field.
- Minimum of five (5) to seven (7) years of experience in program management, contract management, financial management, or a related field.
- Experience supporting government contracts and government financial management processes.
- Experience managing contractor personnel and coordinating contract performance activities.
- Experience with business intelligence reporting and data analytics.
- Knowledge of government financial and accounting systems, including:
- Wide Area Workflow (WAWF)
- Comptroller Financial Information System (CFIS)
- Government-approved accounting systems
- Knowledge of generally accepted accounting principles and financial management practices.
- Ability to analyze complex financial transactions and reconcile discrepancies.
- Strong understanding of contract administration and program management methodologies.
- Proficiency with Microsoft Power BI, Power Query, and DAX.
- Strong analytical, problem-solving, and organizational skills.
- Ability to communicate effectively with government personnel, stakeholders, and contractor staff.
- Experience preparing executive-level reports, dashboards, and presentations.
- Ability to manage multiple priorities in a fast-paced environment.
Required
- Current Microsoft Power BI Data Analyst Associate Certification.
- Experience supporting Department of Defense (DoD) or other federal government agencies.
- Experience with Program Management Reviews (PMRs).
- Experience managing financial reporting and performance metrics within large-scale government programs.
- Project Management Professional (PMP) certification or equivalent program management certification.
- Work is typically performed in a professional office environment and may include support at government facilities.
- Position may require occasional travel to support program meetings, reviews, and contract requirements.
- Must be able to obtain and maintain any security clearance, background investigation, or government credential required for contract performance.
