Requirements
Acquisition and Contract Administration
- Support all phases of the acquisition lifecycle, including pre-award and post-award contracting activities.
- Review procurement requests and acquisition documentation for completeness and compliance.
- Assist in the preparation of solicitation packages, contract awards, modifications, and closeout actions.
- Maintain official contract files and documentation in accordance with established policies and procedures.
- Monitor contract performance and ensure compliance with contractual requirements.
- Coordinate with program personnel, technical representatives, and stakeholders regarding contract matters.
- Conduct market research and assist with acquisition planning activities.
- Support the development and review of Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), and acquisition strategies.
- Prepare and review solicitation documents, requests for proposals (RFPs), requests for quotations (RFQs), and other procurement instruments.
- Assist in proposal evaluations and source selection activities.
- Coordinate with technical evaluators to ensure acquisition requirements are clearly defined and documented.
- Administer awarded contracts, task orders, and delivery orders.
- Prepare contract modifications and other contractual actions.
- Track contractor deliverables, performance milestones, and compliance requirements.
- Support contract closeout activities and ensure all contractual obligations are satisfied.
- Assist in resolving contractual issues and performance concerns.
- Review contractor cost proposals and pricing submissions.
- Perform cost and price analyses to determine price reasonableness and support negotiation objectives.
- Analyze labor rates, indirect rates, cost elements, and pricing assumptions.
- Develop negotiation positions and recommendations based on analytical findings.
- Support negotiations with contractors and document negotiation results.
- Interpret and apply federal acquisition regulations, policies, and procedures.
- Ensure contract actions comply with applicable laws, regulations, and agency requirements.
- Assist with internal reviews, audits, and procurement assessments.
- Prepare reports, correspondence, and acquisition documentation as required.

- Bachelor's degree in Business Administration, Contract Management, Public Administration, Finance, Accounting, or a related field.
- Minimum of four (4) years of experience as a Contract Specialist supporting federal government contracting activities.
- Experience supporting both pre-award and post-award contract actions.
- Experience conducting cost and price analyses.
- Experience supporting contract negotiations and administration.
- Thorough knowledge of federal contracting principles, laws, regulations, and acquisition procedures.
- Knowledge of contract negotiation techniques and contract administration practices.
- Ability to review and analyze contractor cost proposals and pricing submissions.
- Ability to develop negotiation objectives and recommendations.
- Experience collaborating with technical evaluators and program stakeholders.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
- Ability to manage multiple priorities in a fast-paced environment.
- Experience supporting large federal acquisition programs.
- Familiarity with the Federal Acquisition Regulation (FAR) and applicable agency supplements.
- Federal acquisition, procurement, or contracting certification.
- Experience supporting professional services, information technology, construction, or operations contracts.
- Work is performed in a professional office environment with the potential for hybrid or on-site support based on contract requirements.
- May require attendance at meetings, acquisition reviews, and program support activities.
- Must be able to successfully pass a federal background investigation and obtain any required credentials necessary to support contract performance.
