POSITION:     Assistant Superintendent of Human Resources

 

REPORTS TO: Superintendent

 

CLASSIFICATION:  Exempt, Administrative Compensation Plan, 12-Month Work Calendar

 

GENERAL STATEMENT OF RESPONSIBILITIES:  The Assistant Superintendent for Human Resources is an executive level administrator providing leadership and strategic direction in support of the Superintendent and Governing Board while overseeing day-to-day operations of all facets of the employment program to maximize educational opportunities for each student. This role requires the ability to lead change and lead people; the ability to meet District goals with a focus on results; the possession of business acumen, and the ability to build coalitions. The qualified individual must be able to lead and manage, and ensure that targeted goals and initiatives are achieved.

 

CORE JOB FUNCTIONS:

  • Serve as a member of the Superintendent’s Executive Cabinet
  • Advise the Superintendent for the purpose of assuring sound and accurate information for decisions
  • Prepare reports for the Superintendent as directed.
  • Oversee the development and implementation of all Strategic Plan and Human Resource goals
  • Provide an atmosphere in which district personnel may excel in their area of expertise, realize their full potential, and work in a safe and inclusive environment
  • Promote innovation throughout the HR department and district-wide systems
  • Serve on and chair committees at the discretion of the Superintendent
  • Attend Governing Board meetings, cabinet meetings, and other meetings
  • Recruit and retain quality personnel
  • Demonstrate a high proficiency in use of multiple technology devices and programs.
  • Ability to appropriately handle confidential information in accordance with District policies.
  • Demonstrate the ability and desire to provide outstanding customer service.

 

PRINCIPAL DUTIES:

  • Develop and maintain a system for personnel records for all employees in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, payroll, transfer, service, retirement, leave, promotion, benefits, insurance, etc.
  • Maintain required formal evaluation procedures for all staff and develop and maintain a plan for staff utilization that includes recommendations to the superintendent concerning utilization of personnel within organizational units
  • Create opportunities or pathways for student workforce development, placement of interns and professional advancement and skill enhancement for all employees.
  • Engage and collaborate with community organizations
  • Develop and maintain department website
  • Verify licensing and certification requirements of all applicants
  • Develop, recommend, interpret, and evaluate policies, regulations, procedures, and standards pertaining to human resource services and employee relations.
  • Supervise and evaluate the performance of assigned staff in accordance with established evaluation procedures.
  • Coordinate the activities of the department and the employee relations program with other district departments, schools, and outside agencies as necessary; provide guidance for administrative and supervisory staff in employee relations.
  • Direct and coordinate the efficient and timely scheduling of substitute personnel and time accounting programs.
  • Plan and administer an operating budget for the department.
  • Develop and administer an onboarding program to all District employees.
  • Serve as the designated Title IX Coordinator for the District.
  • Serve as the designated ADA compliance officer for the District.
  • Perform other duties as assigned by the Superintendent

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Education or related field (Required)
  • Master’s Degree in Education or a related field (Preferred)
  • Three years Educational Human Resources experience (Preferred)
  • School Administrative Certification (Required)
  • Superintendent Certificate or in-progress (Preferred)
  • Three years effective school or district administration (Preferred)

 

REQUIRED LICENSE/CERTIFICATION: 

  • Arizona Department of Education Administrative Certification (Required)
  • Society of Human Resource Management (SHRM) licensure (Preferred)

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance, vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
