This role requires a seasoned project management professional capable of overseeing complex enterprise IT transformations, aligning business and technical objectives, and ensuring successful delivery within government environments.

Key Responsibilities
Project Leadership & Delivery
- Lead the design, development, and implementation of enterprise-level information system transformation initiatives
- Manage both large-scale complex projects and smaller initiatives with equal effectiveness
- Ensure successful delivery of solutions within defined scope, timeline, and budget
Strategic Planning & Direction
- Provide strategic guidance to support agency-level IT objectives
- Assist in defining long-term enterprise IT strategies and transformation roadmaps
- Align project outcomes with business goals and regulatory requirements
Requirements & Stakeholder Management
- Collaborate with product owners, subject matter experts, and scrum teams to define business and technical requirements
- Translate business needs into actionable project plans and deliverables
- Maintain strong stakeholder engagement and communication throughout project execution
Team & Vendor Coordination
- Lead and coordinate cross-functional teams, including internal development teams and external vendors
- Ensure alignment, accountability, and performance across all project contributors
Project Governance & Controls
- Establish and enforce project governance frameworks, standards, and best practices
- Monitor project performance, risks, and compliance with established controls
- Ensure transparency through structured reporting and status updates
Budget & Timeline Management
- Manage project budgets, resources, and schedules to ensure efficient utilization
- Proactively identify risks and implement mitigation strategies to prevent delays or cost overruns
Capacity Building & Mentorship
- Mentor and guide state personnel in project management methodologies and best practices
- Support knowledge transfer initiatives with the goal of enabling internal teams to sustain project functions

Experience

- PMP (Project Management Professional) certification or equivalent practical experience
- Strong knowledge of Agile, Waterfall, DevOps, and hybrid delivery models
