What are the responsibilities and job description for the ANALYST III position at Department of Developmental Services - Headquarters?
The Analyst III independently provides oversight and coordination of conservatorship activities for the Director of the Department of Developmental Services (Department) for approximately 350 individuals with developmental disabilities. The incumbent independently performs the functions necessary to comply with statutorily required duties in Health & Safety Code section 416 et seq., and court ordered conservatorship duties. The Analyst III works directly with the statewide 21 regional centers to proactively monitor conservatorship duties where the Department Director has been appointed conservator of the estate, person, or both for individuals who receive regional center services and live in the community or in state-operated facilities.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.
This position is eligible for geographic retention pay differential of $250.00 per month.

Work is performed in an open-spaced partitioned office environment using a computer daily. Statewide travel will be required. Regular and consistent attendance is critical to the successful performance of this position due to the time-sensitive nature of the work. The incumbent routinely handles sensitive and confidential information and/or materials and is always expected to maintain confidentiality.
Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: The California Developmental Disability service delivery system and its statutory framework including the Lanterman Developmental Disabilities Services Act, and Health & Safety Code section 416 mandates on Director’s conservatorships of individuals with developmental disabilities; proficient in Microsoft Office, including Outlook, Excel and Word; principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis; government functions and organization; and methods and techniques of effective leadership.
Ability to: Work in an independent capacity and lead and coordinate work of others; develop and maintain cooperative and harmonious relationships with the department and regional center staff, the public, and other members of the community; manage and work with various information platforms to provide analysis and monitor system performance; analyze situations accurately and take effective action; effective communication skills; reason logically and creatively; analyze data and present ideas and information effectively; review and edit written reports; and establish and maintain project priorities.
