Under the general direction of the Service Access and Equity (SAE) Division Manager, the Community Navigator Program (CNP) Lead serves as the Department’s primary program and contract manager for the statewide Community Navigator Program. This position provides leadership and oversight for the contract that funds Family Resource Centers and Community Navigators across California to expand culturally and linguistically appropriate outreach, engagement, and service navigation for diverse communities supported by the Department. The position provides subject-matter expertise to develop, refine, and promote program policies, procedures, and performance measures. The CNP Lead also conducts complex fiscal analysis, oversees contract compliance, supports budget development, and monitors program expenditures.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.
Occasional overnight travel within California.

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The Department is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:

Knowledge of: Diversity, inclusion, and equity issues, particularly as they relate to individuals with intellectual and developmental disabilities; Implicit bias, cultural awareness, and culturally competent service delivery; developing and managing complex, multi-year contracts, including scopes of work, deliverables, performance measures, contractor monitoring, compliance with state requirements, and corrective action implementation; California's developmental disability service delivery system, the Lanterman Act, and state and federal budgeting policies and procedures;. and bilingual language skills and the ability to communicate effectively with individuals whose preferred language is not English are highly desirable,
Ability to: Communicate effectively, and apply logical and creative reasoning to analyze and explain data and support the development of procedures for program implementation; be proficient in Microsoft Office applications including Word, PowerPoint, SharePoint and Outlook is required, with advanced Excel skills desirable; be responsive to the needs of the public, Department staff, other agencies, and community groups, and demonstrate the ability to engage courteously, tactfully, and collaboratively with others; work independently, analyze situations, and take effective action using initiative and resourcefulness; develop and maintain cooperative working relationships with Department and Regional Center staff, community-based organizations, other state agencies, community groups, and the public; and to synthesize information from multiple sources to support decision-making, develop reports tailored to diverse audiences, and manage multiple projects within tight timelines..
