What are the responsibilities and job description for the ANALYST II position at Department of Developmental Services - Headquarters?
The Analyst II performs the most complex, journey-level analytical and technical work in support of Client Financial Services (CFS). The position acts as a liaison to Trust Offices at Porterville Developmental Centers and Canyon Springs Community Facility by providing program guidance, training, and technical assistance for Medi-Cal billing, trust operations, and the collection of cost of care provided to individuals assigned to these facilities. Provide program support by ensuring accurate and timely program billings, performing and reviewing internal compliance audits, assisting in preparation of the Medi-Cal Cost Report and audits conducted by the Department of Health Care Services (DHCS). Responsible for regularly conducting policy and regulatory research, staying current on applicable guidance to ensure program alignment with evolving requirements, and making recommendations to management.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The Department is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Experience with state laws, implementation of state programs, and medical billing processes. Understanding of accounting, auditing, and reimbursement principles. Strong analytical skills and attention to detail. Experience conducting research on laws and policies, and summarizing findings for management. Proficient in Microsoft Office Suite products (i.e., Excel, Outlook, and Teams).
Ability to: Interpret and apply federal and state healthcare regulations. Willingness and ability to learn new concepts, processes, and systems quickly. Receptive to feedback, guidance, and ongoing training. Ability to develop, update, and maintain procedures and documentation. Effective communication skills, with the ability to explain technical information clearly and professionally. Excellent organizational skills, with the ability to manage time effectively and prioritize multiple assignments. Strong problem-solving and decision-making skills to resolve complex billing or compliance issues. Ability to use tact, professionalism, and collaboration when working with all levels of staff, management, and our community. Positive attitude, strong work ethic, and ability to contribute to a team-oriented environment. Ability to work with short timelines and due dates.
