The Dennis-Yarmouth Regional School District seeks to fill the role as the Assistant Director of Finance and Operations.
The Assistant Director of Finance and Operations supports the effective fiscal and operational management of the Dennis-Yarmouth Regional School District. This position is responsible for assisting with the day-to-day administration of the District's financial operations, including budget development and monitoring, accounting, payroll oversight, accounts payable and receivable, grants management, audit preparation, financial reporting, purchasing review, and compliance with applicable laws, regulations, collective bargaining agreements, and School Committee policies.
The Assistant Director of Finance and Operations serves as a key member of the finance and operations team and provides leadership, supervision, and support to business office staff. The position assists the Director of Finance and Operations, Superintendent, administrators, managers, and other District personnel in maintaining accurate financial systems, developing effective internal controls, supporting budgetary planning, and ensuring the efficient operation of District business services.
COMPENSATION: $120,000-$130,000 depending upon experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Business Office Leadership and Administration
- Assists the Director of Finance and Operations in the daily administration and supervision of the Business Office, including payroll, accounts payable, accounts receivable, purchasing support, food services, facilities and maintenance, transportation and general business affairs.
- Provides direct support, guidance, and training to finance-related staff to ensure accurate, timely, and compliant completion of assigned responsibilities.
- Assists in the evaluation of business office personnel and Department Directors, as assigned by the Director of Finance and Operations.
- Serves as a backup resource for accounts payable, accounts receivable, and other business office functions, as needed.
- Establishes and maintains effective working relationships with administrators, employees, vendors, municipal officials, auditors, and other internal and external stakeholders.
- Maintains confidentiality regarding personnel, payroll, benefit, financial, and collective bargaining matters.
- Assists in developing and maintaining efficient administrative procedures, internal controls, and work processes for business office operations.
- Promotes effective communication and cooperation among administrators, managers, business office personnel, and other District departments.
- Performs other duties as assigned by the Director of Finance and Operations, Superintendent, or designee.
Budget Development, Monitoring, and Financial Reporting
- Assists the Director of Finance and Operations with the development, monitoring, maintenance, and reporting of the annual operating budget and capital budget.
- Supports principals, directors, coordinators, and managers in monitoring budget accounts, reviewing expenditures, and ensuring that financial activity is consistent with approved budgets.
- Monitors revenue, expenditures, encumbrances, salary expenses, benefit expenses, grants, revolving funds, special revenue funds, and other District accounts.
- Prepares, reviews, and maintains financial reports, schedules, spreadsheets, reconciliations, and supporting documentation for internal use, administrative review, School Committee reporting, state reporting, and audit purposes.
- Assists with quarterly, annual, and ad hoc financial reporting for the Director of Finance and Operations, Superintendent, and School Committee.
- Researches and analyzes financial information to support planning, decision-making, compliance, and response to information requests.
- Recommends improvements to financial procedures, internal controls, reporting practices, and operational efficiencies.
Accounting, Financial Systems, and Internal Controls
- Supervises and/or prepares the recording of District financial transactions through journal entries, ledgers, warrants, account reconciliations, and other financial records.
- Maintains a complete and systematic chart of accounts for all funds to properly record District financial activity.
- Reviews purchase requisitions, purchase orders, invoices, and related financial documents for accuracy, completeness, available funding, proper account coding, and compliance with District procedures.
- Assists in ensuring accurate and timely accounting in accordance with regulatory requirements, Department of Elementary and Secondary Education guidelines, School Committee policies, and established District procedures.
- Assists with the development, implementation, and monitoring of internal controls for financial operations.
- Coordinates with the District Treasurer, Assistant Treasurer, Town officials, and other appropriate personnel regarding cash handling, revenue processing, accounts receivable, reconciliations, and related procedures.
- Assists in training staff on the District's financial accounting systems, including Infinite Visions and other other applicable municipal or school finance software.
- Maintains working knowledge of applicable local, state, and federal laws, regulations, reporting requirements, and financial procedures related to public school finance.
Grants, Revolving Funds, and Special Revenue Accounts
- Coordinates the reconciliation, monitoring, and reporting of grants, revolving funds, special revenue funds, revenue accounts, expenditure accounts, and encumbrances.
- Serves as liaison between District grant managers and the Department of Elementary and Secondary Education for EdGrants and related grant financial reporting.
- Prepares and submits required grant financial reports, requests for funds, amendments, and supporting documentation, as assigned.
- Assists administrators and grant managers in monitoring grant budgets, allowable expenditures, deadlines, and compliance requirements.
- Supports the Director of Finance and Operations in maintaining federal and state grant budgets.
- Assists with grant audits and prepares required schedules and supporting documentation.
Payroll, Contracts, and Collective Bargaining Support
- Maintains working knowledge of all collective bargaining agreements, individual employment contracts, personnel agreements, and related documents as they apply to payroll, benefits, stipends, reimbursements, deductions, leaves, and other compensation-related matters.
- Assists the Superintendent, Director of Finance and Operations, and other administrators in preparing financial information for collective bargaining.
- Monitors salary and benefit expenditures and assists in projecting personnel-related costs.
- Supports payroll and benefit operations to ensure compliance with applicable agreements, laws, policies, and procedures.
- Processes or assists with workers' compensation, unemployment, and other insurance-related claims and audits.
- Assists with preparation of financial analyses related to staffing, collective bargaining proposals, benefit costs, and other personnel-related financial matters.
Audits, Compliance, and State Reporting
- Serves as a primary point of contact for audits, including federal, state, general financial, end-of-year report, workers' compensation, grant, and MSBA audits, under the direction of the Director of Finance and Operations.
- Assists with the annual audit by preparing schedules, gathering documentation, responding to auditor requests, and supporting the timely completion of audit procedures.
- Assists with the preparation of the Department of Elementary and Secondary Education End-of-Year Report and other required state and federal financial reports.
- Maintains organized and accurate financial records to support audit readiness and regulatory compliance.
- Reviews and monitors Student Activity Accounts for compliance with state law, School Committee policy, and District procedures.
- Assists in identifying and resolving compliance issues related to District financial operations.
Purchasing, Procurement Support, and Vendor Relations
- Reviews purchasing documents for accuracy, available funding, proper account classification, and compliance with District procedures.
- Assists with purchasing and procurement processes under the direction of the Director of Finance and Operations.
- Supports the development and maintenance of business office forms, procedures, and documentation related to purchasing and accounts payable.
- Communicates with vendors regarding invoices, payments, account questions, and documentation.
- Assists with maintaining records related to contracts, purchase orders, vendor accounts, and financial commitments.
- Supports the Director of Finance and Operations with procurement documentation and compliance procedures, as assigned.
Operational Support
- Assists the Director of Finance and Operations with business service operations and related departments to support District goals and compliance requirements.
- Provides financial and administrative support related to facilities, food service, transportation, technology, and other operational areas as assigned.
- Assists in preparing financial information, reports, documents, and analysis related to operational budgets, contracts, services, and programs.
- Supports the development of procedures, forms, reports, and systems that improve operational efficiency and accountability.
- Collaborates with internal and external groups to support implementation of District services, programs, and operational objectives.
- Responds to inquiries from internal and external sources regarding financial and operational matters within the scope of the position.
- Represents the Business Office on District committees or in meetings as assigned.
SUPERVISORY RESPONSIBILITIES
The Assistant Director of Finance and Operations supervises and provides direction to assigned business office personnel, which may include staff responsible for payroll, accounts payable, accounts receivable, purchasing support, and other business affairs. In addition, the Assistant Director of Finance and operations provides supervisory oversight of food services, facilities and maintenance and transportation. The position assists the Director of Finance and Operations with staff evaluation, workflow management, training, and oversight of finance-related personnel.

Required Qualifications
- Bachelor's degree in Business Administration, Accounting, Finance, Management, Public Administration, or a related field from an accredited college or university.
- Minimum of five years of progressively responsible experience in accounting, finance, budgeting, municipal finance, school finance, or a related field.
- Minimum of two years of experience in a Massachusetts public school district, municipality, or comparable public-sector environment preferred.
- Demonstrated knowledge of local, state, and federal laws and regulations related to school district financial operations.
- Advanced knowledge of spreadsheet applications, including Microsoft Excel and Google Sheets.
- Knowledge of municipal or school finance software, such as Infinite Visions and comparable systems.
- Strong organizational, analytical, communication, and problem-solving skills.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Ability to work independently, prioritize multiple tasks, meet deadlines, and respond effectively to changing work demands.
Preferred Qualifications
- Master's degree in Business Administration, Accounting, Finance, Public Administration, Education Administration, or a related field.
- Eligible for or possession of Massachusetts DESE School Business Administrator licensure.
- MCPPO certification or willingness to obtain certification.
- Experience with DESE reporting, EdGrants, public-sector audits, school district budgeting, and collective bargaining financial analysis.
