Job Summary

This position is located in the Facility Management Division of the Department of General Service (DGS). The Facility Management Division is responsible for general and preventive maintenance, operations management, and oversight of schools, parks, recreational facilities, and other related facilities of the D.C. Government.

Duties And Responsibilities

Serves as a HVAC Mechanic performing the full range of work that involves the repair, overhaul, maintenance, and servicing of industrial and domestic reach-in and walk in refrigerators, air conditioning units and systems, ventilating systems, freezers, water coolers, dehumidifiers, and related equipment; and cold storage and cold room equipment. Locates and diagnoses malfunctions. Dissembles, repairs, replaces, or adjusts thermostats, pressure stats, hemostats, relays, switches, and other automatic control devices as well as compresses and related components and services and repairs evaporators, condensers, and receivers. Repacks valves and replaces electric motors, belts and pulleys and lubricates moving parts. Replaces and cleans filters and bleeds systems and replaces refrigerants. Tests for leaks and excessive load conditions. Reconditions, modifies, and fabricate parts. Installs and relocates equipment when necessary.

Reads and calibrates gauges, thermostats. Tests and treats water in closed heating and cooling systems and water-cooled condensers to control deposits of solids and algae. Reads, trouble shoots, repairs, and/ or installs large complicated heating units and systems including oil or gas fired low and higher-pressure boilers, steam production and distribution plants or turbine and generator power plants, and calibrates gauges, thermostats and thermometer. These heating and power units include a variety of complex auxiliary components, automatic controls, circulating system, super heaters, pre-heaters, economizers, etc., which must be adjusted and maintained to critical and rigid tolerances.

Qualifications And Education

You must show evidence of training and experience of sufficient scope and quality that demonstrates your ability to do the work of this position without more than normal supervision. Evidence which demonstrates you possess the required “job elements” must be supported by detailed descriptions of such knowledge, skills and abilities in your resume.

Your qualifications will be evaluated against the following job elements:

  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Ability to Interpret Instructions, Specification, etc. (includes blueprinting reading)
  • Technical Practices (theoretical, precise, artistic)
  • Ability to Use and Maintain Tools and Equipment
  • Knowledge of Materials
  • Troubleshooting

Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

A valid D.C. motor vehicle operator’s license (or equivalent permit).

Universal CFC certificate is required.

Work Environment

The work is usually performed indoors and occasionally outside on concrete surfaces in cramped spaces and awkward positions or in a shop area exposed to gas, ash, dust, dirt, chemicals, heat, steam, noise, bums from scalding water, contact with heat systems parts, and unpleasant odors. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers.

Other Significant Factors

Tour of Duty: Rotating Shifts (Incumbent may be assigned to an early or late shift depending on the need of the school or facility.) The incumbent serves on a rotating shift basis, and is subject to emergency calls, seven (7) days a week, twenty-four (24) hours a day.

Incumbent may be required to work evenings and weekends.

Pay Plan, Series and Grade: RW-5301-11

Duration of Appointment: Career Service Regular

Collective Bargaining Unit: This position is in Collective Bargaining Unit Teamster Union Local 730, and you may be required to pay an agency service fee through direct payroll deduction.

Position Designation: This position has been deemed safety-sensitive. Accordingly, you must successfully pass a criminal background check and a drug test as a condition of employment and will be subject to periodic criminal background checks and random drug and alcohol screening for the duration of your employment.

This position is designated as “Essential”. An “Essential” employee will be required to report to work or stay at work during a declared emergency or government closing. “Essential” employees are not permitted to telework/telecommute during an emergency or government shutdown.
