Job Summary

This position is located in the District of Columbia at the Department of Small and Local Business Development (DSLBD), Office of the Director, supporting the Office of General Counsel. DSLBD supports the development, economic growth, and retention of District- based businesses, and promotes economic development throughout the district’s commercial corridors. DSLBD’s Grants Programs were established for the purpose of providing grants to local businesses, community groups, and nonprofit organizations to further DSLBD’s statutory mission. The General Counsel or Deputy General Counsel will determine guidelines for grant administration, grantee eligibility requirements, grant activities, and transparency and reporting requirements for grantees and DSLBD in consultation with various DSLBD divisions.

Duties And Responsibilities

Incumbent administers all agency grants; collaborates with internal agency stakeholders to oversee and ensure the eligibility requirements align with current statutes; drafts or coordinates the drafting of notices related to grants for publication in the D.C. Register including notices of funding availability and requests for applications; drafting or coordinating the drafting of grant agreements to be executed with awardees; and working with external affairs team to promote programmatic offerings to eligible participants. Recommends and establishes guidelines for agency grants including grantee eligibility requirements, grant activities, process transparency, and reporting requirements for grantees and DSLBD for the purpose of ensuring consistency in standardizing procedures and executing well-written grants and grants-related documents. Identifies areas for improvement and enhancement related to grants management and provides training.

Plans assignments to be accomplished and sets goals and priorities. Provides policy guidance to grantee staff through meetings, briefings, seminars, conferences, and written procedures. Maintains contact with grantors, organizations, and entities, as necessary, to ensure compliance. Oversees the creation and operation of a records system to inventory and track all grants and sub-grants. Establishes and maintains a grants information database and develops or maintains grants management tools, including automated controls for financial data and reporting. Collaborates with supervisor(s) and agency contacts to determine grant needs and develop or update grant plans. Maintains contact with grantors, organizations, and entities, as necessary, to ensure compliance. Serves as the primary contact for inquiries and issues related to grant proposals. Provides support in preventing and resolving grant issues/problems including troubleshooting and offering alternative solutions as needed.

Qualifications And Education

Specialized Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
