Job Summary

This position is located in the Department of Public Works (DPW), Solid Waste Management Administration (SWMA). The Solid Waste Management Administration is comprised of five organizational components that provide services in the areas of: Solid Waste Collection Division, Solid Waste Disposal Division, Public Space Maintenance (Street & Alley) Division, Solid Waste Special Operation Administration and the Solid Waste Education and Enforcement Program. SWMA is recognized as one of the largest and key components of DPW; critical to providing environmentally healthy municipal services that are both ecologically sound and cost effective.

The incumbent of this position will serve as the Deputy Administrator for Solid Waste Management Administration (SWMA), responsible for providing management, direction, and oversight of the five comprehensive program areas day-to-day operations.

Duties And Responsibilities

Plans, directs, and coordinates, the short-term and long-term day-to-day operations to ensure the major programs are implemented effectively and efficiently. Manages and directs the day-to-day operations of the line program components of the Solid Waste Management Administration. Monitors and reviews trends in solid waste management and recommends operational and policy improvements. Prepares various reports on activities and operations; reviews memos, letters, notices, and reports prepared by division supervisors. Develops procedures for evaluating work products and services; analyzes potential organizational problems due to changing situations or identified through reports, quality reviews, assessments or from various complaints from groups, individuals, elected officials, business owners, visitors or officials from the federal government or local jurisdictions.

Serves in the absence of or as directed by the Administrator and has full responsibility and authority for the planning, direction, coordination and control of the activities, operations, and programs of the Solid Waste Management Administration. Provides authoritative analysis and assistance on complex issues affecting the program operations of the Administration. Establishes strong working relationships with the executive and senior level managers in the Administration, the Department, DC government and other relevant agencies both in the federal government and local jurisdictions. Analyzes program progress and achievement reports, recommendations, and requests from a variety of sources. Develops performance measures and operational standards to achieve goals and objectives of the Administration. Provides the full range of supervisory and managerial functions which include directing Snow Removal and Leaf Collection programs in collaboration with Division Chiefs and supervisors.

Qualifications And Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed in a typical office setting which is adequately lighted, heated, and ventilated.

Tour of Duty: Monday – Friday, 8:30am – 5:00pm

Collective Bargaining Unit (Non-Union): This position is not in the Collective Bargaining Unit

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.

Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
