What are the responsibilities and job description for the SOLID WASTE INSPECTOR position at Department of Public Works?
This position is located in the Department of Public Works, Solid Waste Management Administration, Solid Waste Education and Enforcement Program (SWEEP), and is responsible for educating District residents and business operators about proper sanitation practices, inspecting properties and enforcing the solid waste and public space regulations authorized under D.C. Law 6-100 and the recycling laws as specified in D.C. Code 8-1001.
Incumbent is responsible for conducting surveys throughout District communities to determine the cleanliness of the areas and assures adherence to District of Columbia solid waste regulations.
Duties and Responsibilities
Incumbent conducts surveys of specific communities to determine the cleanliness of the areas and assures adherence to District of Columbia solid waste regulations by focusing on education as to proper sanitation practices and enforcement action where compliance cannot be achieved. Develops and maintains Community Champions throughout the city for implementation of cooperative partnerships with the district’s sanitation programs. Incumbent makes personal contact with residents, business operators’ property owners, Mayor’s Office of Community Relations and Services (MOCRS), Advisory Neighborhood Commission (ANC), and Business Improvement District (BID) while disseminating information about proper sanitation practices.
Determines if there are violations of Titles 21 and 24 of the District of Columbia Municipal Regulations and issues warnings and notices of infractions of the above regulations. Incumbent frequently explains to citizens and business operators in person, and by telephone, the respondent's legal-and administrative rights and obligations under the law; and conducts formal and informal interviews with property owners, business owners/operators, contractors and citizens to gather additional information. Plans and conduct unannounced inspections to spot check for compliance.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Work Conditions/Environment
In addition to working in an office setting involving everyday risks and discomforts, the work involves regular and recurring visits to property sites and visits to geographical areas posing a potential threat of physical violence and that involves moderate discomfort or risks. Special safety precautions must be taken such as wearing a hard hat, walking shoes or other protective gear, or carefully planning work and physical movements to avoid the particular danger or dangers. The work also includes physical handling of solid waste that has been improperly stored and/or disposed. Safety gloves are required.
License Requirement
This position requires the possession of a valid motor vehicle operator's license and ability to operate a motor vehicle.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
