The purpose of this position is to serve as regulatory counsel to DC Health in connection with analyzing, developing, and drafting legislation and rulemakings.Incumbent will assist in establishing a Legislative Drafting Unit within the Office of the General Counsel (OGC) and will oversee its daily operations, including drafting legislation and rules and supervising the work of two or more attorneys. Incumbent will report to the General Counsel.

Major Duties And Responsibilities

Assists in establishing a Legislative Drafting Unit within the Office of the General Counsel. Incumbent manages the regulatory output of DC Health by overseeing the daily operations of the Unit. Incumbent drafts legislation and rulemakings and edits the work of other lawyers in the Unit to ensure quality, clarity, and consistency. Incumbent establishes objectives and performance goals, assesses the effectiveness of operations, and participates in planning, developing, and instituting short-and long-term plans and work projects.

Supervises two or more attorneys, sets assignments and priorities, and ensures the appropriate utilization of human resources. Incumbent assists in establishing performance standards and feedback systems, evaluates the work of staff through performance measurements, and identifies the need for and provides training. Advises the Health Boards in connection with legislative and regulatory matters. Incumbent consults with Board Counsels and attends meetings of the Health Boards as needed to gain familiarity with relevant subject matter. Incumbent represents DC Health and the Director at meetings and conferences and ensures that the Director’s views are accurately reflected and interpreted.

Qualifications And Education

Required Qualifications: Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.

Must have at least five (3-5) year of post J.D. professional legal experience.

Licenses and Certifications

Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 365 days of appointment. If eligible for waiver, the incumbent must submit an application for admission to the District of Columbia Bar prior to commencing employment.

An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Tour of Duty: Monday - Friday 8:15am - 4:45pm

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • (a) Criminal background check;
  • (b) Traffic record check (as applicable);
  • (c) Consumer credit check (as applicable);
  • (d) Reasonable suspicion drug and alcohol test; and
  • (e) Post-accident or incident drug and alcohol test.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
