Job Summary
This position is located in the Department of Youth Rehabilitation Services (DYRS), Youth & Family Programs Division. DYRS’ mission is to improve public safety and provide court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home-like environment consistent with public safety.
The Management Analyst is responsible for analyzing current and proposed management
programs to evaluate, implement and advice regarding management objectives and
practices. The role completes administrative tasks related to compliance, program growth, and quality assurance in the Youth and Family Programs division.
Duties And Responsibilities
The Management Analyst works closely with the management and project teams to carry out moderately complex management studies dealing with work measurement, methods, and procedures, time standards, and/or benchmarking to identify root or systemic causes and problems and propose solutions to improve efficiencies. Conducts detailed analysis on operation functions, and process and prepares detailed recommendations on improving efficiencies and/or solutions or alternative methods of proceeding. Conducts assessment, analyze findings, and make recommendations in reports and presentations based on best practices and organizational goals and objectives.
The incumbent participates in organizing and documenting findings of studies and prepares recommendations for implementation of new systems, procedures, or organizational changes. Maintains knowledge of important legislative, budgetary, Federal, State, and/or local developments impacting agency policy, programs, missions, and activities. Promotes coordination among the various programs within the agency. Standardizes and/or improves operations and assists in achieving agency goals.
Qualifications And Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The incumbent works primarily in an office setting however.
Other Significant Facts
Tour of Duty: 8:00 am - 4:30 pm. There may be occasions, such as youth events, meetings and visits when incumbent will be expected to work hours outside of his/her tour of duty.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
