Covered California is seeking a thoughtful and detail-oriented Performance Manager to join the Human Resources Branch. This Analyst III position performs advanced analytical and consultative work related to performance management, corrective action, probationary issues, attendance concerns, formal action support, and related human resources matters.
The Performance Manager independently reviews sensitive and complex documentation, evaluates facts and timelines, identifies risks and documentation gaps, applies applicable laws, policies, procedures, and bargaining unit provisions, and develops clear, objective, and well-supported recommendations for management. This work requires sound judgment, discretion, professionalism, and the ability to remain objective when handling sensitive, incomplete, or time-sensitive information.
The ideal candidate has strong analytical, writing, communication, and organizational skills, experience reviewing sensitive personnel-related information, and the ability to manage multiple priorities with a high level of confidentiality and discretion. The successful candidate will be comfortable working independently under general direction while handling complex assignments that require careful analysis, consistency, and sound judgment.

Qualifications We’re Looking For:
- Three or more years of experience performing complex analytical work in human resources, employee relations, performance management, labor relations, corrective action, adverse action support, or other personnel-related program area.
- Experience analyzing complex, sensitive, or confidential case information; identifying relevant facts, issues, risks, inconsistencies, or documentation gaps; and developing clear, well-supported recommendations.
- Experience drafting, reviewing, or editing formal written work products such as memoranda, chronologies, issue summaries, corrective action documentation, reports, policy/procedure documents, consultation notes, or other analytical documents.
- Experience providing consultative services, technical guidance, recommendations, or decision support to supervisors, managers, executives, program staff, or internal business partners on sensitive or complex matters.
- Ability to independently manage multiple assignments with competing deadlines, maintain organized workload tracking, communicate status proactively, and exercise sound judgment under general direction.
- Ability to communicate clearly, professionally, and respectfully with individuals at various levels of the organization, including when providing guidance, identifying concerns, or explaining risk.
- Ability to apply equity, objectivity, consistency, and discretion when reviewing documentation and making recommendations related to sensitive staff matters.
