Step into a high impact policy role at Covered California as an Analyst III, External Affairs (EA) Specialist, where you will be a primary driver of our federal and legislative policy engagement. In this role, you will lead complex policy analysis, shape government relations strategies, and coordinate high visibility external engagements that directly influence how Californians access affordable health coverage.
In this role, you’ll work closely with division and departmental leadership to evaluate emerging federal and state policy, assess key program and implementation issues, and translate your findings into clear, actionable recommendations. It’s an ideal opportunity for someone with strong policy and legislative analysis skills, excellent written and verbal communication, proven experience in government relations or public policy, and the ability to manage multiple projects and stakeholders in a fast paced environment.

Qualifications We’re Looking For:
- 3 years of experience in government relations at the federal, state, and/or community organization level
- 4 years of experience in analyzing policy proposals and making recommendations for departmental action
- 3 years of experience communicating complex policy issues in writing and in person to diverse stakeholder groups and governmental representatives
- 2 years of experience developing outreach and engagement materials
