Job Description
General Statement of Duties
This is an important administrative position involving the responsibility of assisting the County Manager in the operations of the County Government. Performs complex professional and executive-level administrative work assisting in the administration and coordination of County programs and activities.
Distinguishing Features of the Class
An employee in this class is responsible for assisting with the operations and evaluation of County programs and departmental operations, direct supervision of several department heads, assists the County Manager with management and supervision of County departments, acts on behalf of the County Manager during his absence. Work is performed with considerable independence and reports to the County Manager.
Illustrative Examples of Work
- Acts in place of the County Manager during their absence.
- Assists the County Manager in implementing the goals and objectives of the County Commissioners.
- Supervises the Finance and Support Services Directors as well as the Chief Information Officer; assists the County Manager with the supervision of all other department heads.
- Assumes major administrative functions in the oversight of various departments as designated.
- Provides information, analysis and assistance to the County Manager and Board of Commissioners.
- Provides advice, guidance and coaching to department heads and employees.
- Manages and participates in various projects, i.e. Central Permitting, health insurance, liability insurance, school bonds, etc…
- Assists with human resource functions, such as terminations, interpreting policy, and handling complaints.
- Provides appropriate responses to situations and inquiries.
- Addresses citizen complaints and/or requests in order to maintain favorable community relations.
- Attends Board of Commissioner meetings; makes presentations; provides information.
- Serves as liaison to the Davidson County Airport; attends meetings and represents the Board of County Commissioners; assists in the management of the airport.
- Assists in hiring decisions of managers and Directors.
- Serves on various community boards.
- Works with schools on funding current expenses and capital projects.
- Oversees the development and implementation of the annual County budget.
- Manages the Performance Based Budgeting Program.
- Adheres to the department’s safety rules and regulations.
- Performs other duties as required.

Comprehensive knowledge of public administration, including theories, functions and methods.- Comprehensive knowledge of local County and City Laws and Regulations.
- Thorough knowledge of principles and practices of County Government.
- Thorough knowledge of Federal and State Laws and Regulations.
- Thorough knowledge of County budgetary process and terminology in order to oversee the management of Davidson County’s Budget.
- General knowledge of the Davidson County Personnel Resolution and County policy.
- Ability to comprehend complex written and oral instructions.
- Must have excellent communication skills, both verbal and written.
- Ability to effectively communicate with elected officials, community leaders, media and citizens.
- Must be motivated and resourceful.
- Ability to evaluate issues, research and develop alternative solutions.

Physical Requirements
Must be able to physically perform the basic life operational support functions of sitting for extended periods of time, walking, talking, hearing and repetitive motions.- Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry push, pull or otherwise move objects, including the human body.
- Must possess the visual acuity to operate a computer terminal and perform extensive reading.
- Worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
Education and Experience
Master’s Degree in Public Administration, Business Administration or closely related field and at least two years’ experience in a responsible governmental administrative position; or, Bachelor’s Degree in Business Administration or closely related field and at least four years’ experience in a responsible governmental administrative position.
