POSITION SUMMARY:
Responsibilities include safeguarding of life and property through the promotion of fire prevention programs, performing fire and life safety inspections/drills of county-owned or operated buildings and properties assigned through the municipal inspection agreements, operation of the county's youth fire setting intervention program, investigation of fire causes, assisting in the mitigation of hazardous materials and Emergency Management incidents and preparation of required statistics and/or reports.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Maintains a 24/7 week-long “on-call” status during regularly scheduled assigned weeks that includes weekends and holidays being available to respond without delay and report “on-scene” at any fire location within 1.5-hours when called upon to investigate a fire or assist in a fire investigation.
- Conduct origin and cause Investigations in accordance with applicable codes and standards.
- Support Emergency Management operations when requested including but not limited to staff Emergency Operations Center, damage assessments, move resources, etc.
- Inspects County-owned/operated properties for compliance with State and Local Fire and Building Codes; prepares reports of inspection results; and submits it to the Fire Marshal.
- Maintains liaison with the County Fire Service, Fire Chiefs and Municipal Fire Marshals.
- Maintains a high level of awareness on regulations, resolutions, laws and ordinances relative to fire and life safety.
- Adheres to the policies, procedures and directives for personnel assigned to the Fire Marshal's Department and Emergency Services Division.
- Maintains a working relationship and provides assistance to the County Special Operations as requested.
- Participates in assigned committees.
- Serves to support and maintain the full operation of the County’s youth fire setting Intervention program.
- Other duties may be assigned.
QUALIFICATIONS REQUIRED:

High school diploma or equivalent. (Associate degree in fire/emergency management preferred.)
Minimum of five years’ service as a Leader responsible for complex scene evaluations, demonstrating progressive career tendencies.
Familiar with computer systems and possess extensive knowledge of Microsoft Office Suite.
Must have and maintain a valid driver’s license and have reliable transportation.
Ability to obtain and maintain Act 153 Clearance. Pennsylvania State Police Criminal History, Pennsylvania Child Abuse History Clearance, Federal Bureau of Investigations (FBI) Criminal History Clearance.
- Equivalent training and experience will be evaluated in lieu of certifications
Required Certifications:
Fire Investigator Professional Certification (NFPA 1033), or NAFI-CFEI, or IAAI-FIT or IAAI-CFI
Basic first aid and CPR
Participated in Emergency Vehicle Operators Course
ICS 100, 200, 300, 400, 700, 800
Preferred Certifications:
Leadership and Management Training
Instructor I w/ Educational Methodology (NFPA 1041)
Fire Inspector II preferred (NFPA 1031)
PA or National Registry EMT preferred
Required within 2 years of Hire:
Public Fire & Life Safety Educator II (NFPA 1035)
PEMA Associate (County) Emergency Management Credential
Special skills required:
Proficient at public speaking and developing presentations.
Establish and maintain working relationships with a broad spectrum of organizations representing Fire, Police, EMS, public officials, private investigators, and the public.
Knowledge of applicable International Code Council (ICC) codes and standards; N.F.P.A. Codes & Standards.
Skilled and proficient in creating and implementing emergency preparedness plans.
Possess ability to work autonomously with limited direction and maintain harmonious relationships with fellow employees and the public.
Possess a command of the English language and the ability to assimilate technical terminology peculiar to Fire Marshal’s Department.
