What are the responsibilities and job description for the Radio Network Specialist/911 Supervisor position at COUNTY OF BROWN?
JOB REQUIREMENTS: Provides leadership in the development,
troubleshooting, and maintenance of radio communications infrastructure
and systems and Computer Aided Dispatch Systems used by Brown County
Public Safety Communications. Serves as project manager for Public
Safety Communications Systems and coordinates activities with county
agencies, consultants, vendors and department staff. Serve as a
supervisor on the floor at the supervisor\'s desk as needed. Essential
Duties Coordinates and implements various new programs with the
communications center staff, external vendors and public safety agencies
we serve. Develops and implements plans for installations or
modifications for public safety communications systems. Manages
subcontractors that install, analyze, and maintain communication systems
and related equipment for communications systems that serve all county
agencies. Reports alarms and identify problems to the responsible
vendor. Develops and runs reports that provide statistical data that can
be used for future planning purposes. Assists county agencies and county
departments with planning and implementation for updating and/or
replacing communications systems (Radio, Phone, CAD). Performs the
duties as project manager as required. Identifies opportunities to share
resources to reduce expenses or create revenue. Assists with development
of specifications for procurement of communication systems related
equipment. (Radio, Phone, CAD). Assists with preparation of annual
Public Safety Department budget and Capital Improvement Plans. Assists
other county departments or agencies with budget estimates for
communication equipment purchases. Performs a variety of routine
administrative tasks including invoicing, scheduling, data entry,
quality assurance and correspondence. Trains staff on the use of all
Public Safety Communications Systems (Radio, Phone, CAD). Assists with
the preparation of FCC license applications and renewals for all County
Public Safety communications infrastructure. Develops and/or assists
with development of operating procedures. Assists as required during
disaster exercises and situations as outlined within the County\'s
Communication Emergency Plans. Creates and executes project work plans
and revises them as appropriate to meet changing requirements.
Represents the Communications Center for special events as required.
Ensures project documents are complete, current and stored
appropriately. Develops Communications Plans for day-to-day operations
and during disasters. Works with County GIS to ensure the CAD map is
up-to-date and assist with the GIS system including updating key holder,
premise, and common place information. Coordinates new and updated CAD
recommendations with staff, MIS Specialist and response agencies.
Manages project budgets and vendor payment milestones. Holds regular
project status meetings as appropriate to measure project status and
coordinate resources. Coordinates and assists managing the Radio, Phone,
and CAD databases as required for the system. NON-ESSENTIAL DUTIES:

Ability to successfully pass Criticall testing. Knowledge of and ability
to work with and understand radio programming software, CAD Software,
and Phone systems software. Knowledge of the Incident Command System.
Ability to develop ICS 205 Incident Radio Communications Plans. Ability
to analyze data and information using established criteria, in order to
determine consequences and to identify select alternatives. Ability to
compare, count, differentiate, measur , copy, record and transcribe data
and information. Ability to analyze and interpret complex data needs.
Ability to complete work process flows and develops application
requirements, workplans and cost benefit analysis for manual and
automated systems. Ability to communicate effectively both orally and in
writing. Ability to supervise, assign, schedule, monitor and evaluate
the work of subordinate employees. Ability to establish and maintain
effective working relationships with staff, consultants and the public.
Ability to train users regarding systems related to the Public Safety
Communications Department. Ability to be on call 24/7/365 for
problems/outages of the Radio, Phone, and CAD Systems Knowledge of
leadership, supervisory, and personnel management techniques. Ability to
supervise, assign, schedule, train and evaluate the work of others.
Ability to handle stressful and difficult situations in a professional,
rational and logical manner. Ability to exercise independent judgment
and make decisions independently, in accordance with department
policies, procedures and local, state and federal regulations. Ability
