General Functions:
The ERSEA Coordinator ensures program compliance with all ERSEA (Enrollment, Recruitment, Selection, Eligibility, and Attendance) procedures as outlined in the Head Start Performance Standards for center and home-based Early Head Start programs. This position supports Clare Swan Early Learning Center families by fostering partnerships and engagement, connecting them to community resources, and promoting best practices in family support. Working in partnership with our people, the ERSEA Coordinator helps develop opportunities that fulfill our endless potential by ensuring eligible families have access to high-quality early childhood services. The role requires strong organizational skills, cultural competency, and dedication to serving Alaska Native and American Indian families.
 
Duties and Responsibilities:
  • Ensure compliance with Early Head Start Performance Standards, applicable federal regulations, and Municipality of Anchorage licensing requirements.
  • Maintain accurate enrollment, eligibility, selection, attendance, and tracking data in ChildPlus.
  • Develop and manage efficient systems for application processing and eligibility verification for new and returning families.
  • Review and approve eligibility documentation, including income verification and Child Care Assistance requirements.
  • Collaborate with Sr Manager to implement and monitor the annual Recruitment Plan to support full enrollment.
  • Maintain an organized and current waitlist and monitor program vacancies.
  • Analyze attendance data to identify trends and support intervention strategies to improve participation.
  • Promote family engagement and participation in governance and decision-making bodies, including Policy Council and Parent Committee.
  • Provide timely referrals and connections to community resources and support services.
  • Prepare and submit required monthly, quarterly, and annual reports.
  • Coordinate ERSEA-related trainings, meetings, and family engagement activities.
  • Support clear and consistent family communications, including newsletters and event materials.
  • Maintain professional, respectful, and effective communication with staff, families, and community partners.
  • Ensure confidentiality in accordance with all applicable state and federal requirements.
  • Assist in classrooms as needed to maintain required ratios and model culturally enriched teaching practices.
  • Perform other related duties as assigned.
Job Specifications:
  • Excellent verbal and written communication skills with ability to interact effectively with diverse populations.
  • Strong organizational skills with exceptional attention to detail and time management abilities.
  • Proficient with computers including word processing, email communication, internet research, spreadsheets, and childcare management software.
  • Demonstrated ability to manage multiple tasks simultaneously, analyze data effectively, and develop comprehensive reports.
  • Strong knowledge of child development principles and best practices in parent education and family engagement.
  • Understanding and application of key philosophies including the Strengthening Families framework and trauma-informed care approaches.
  • Flexibility in work schedule to accommodate meetings with participants in diverse settings including homes, community locations, and office environments.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies:

Minimum Qualifications:
  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Associate degree in Rural Human Services, Social Work, Early Childhood Education, or related field. Relevant experience may substitute for education requirement on a year-for-year basis.
  • Two (2) years of experience working with Head Start programs.
  • Must provide copy of current Health Report.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Preferred Qualifications

  • Five (5) years of experience working with Head Start programs.
  • Current or former Head Start parents are encouraged to apply.
Physical Requirements:

  • Frequently be physically active without getting tired, including active play and activities.
  • The ability to be on your feet for long periods of time.
  • Must be able to lift up to 50 pounds frequently, by utilizing proper lifting techniques and working in a safe manner.
  • Able to get up and down off the floor with ease, including kneeling, bending, squatting.
  • The ability to wear the appropriate PPE.
  • Frequently exposed to bodily fluids.
  • Possible exposure to noise, and contaminants such as cleaning solvents.
  • Routinely exposed to outdoor conditions including inclement weather.
