General Functions:

The Budget & Financial Analyst is responsible for supporting CITC's financial health through the preparation and management of the annual budget, monthly financial reporting, and budget-to-actual variance analysis. This position plays a critical role in assisting with external cost proposals, ensuring accurate financial data supports organizational decision-making and compliance with grant requirements. Working in partnership with our people, the Budget & Financial Analyst helps develop opportunities that fulfill our endless potential by providing sound financial analysis that strengthens CITC's programs and services. The role requires advanced analytical skills, strong attention to detail, and a commitment to accuracy and transparency in financial reporting.

Duties and Responsibilities:

  • Lead the preparation of CITC's annual budget, coordinating with department managers to gather input, identify resource needs, and compile a comprehensive department and organizational budget for leadership review.
  • Upload departmental and company-wide budgets directly into Sage Intacct and maintain budget revisions throughout the fiscal year to reflect current organizational priorities.
  • Prepare accurate and timely monthly financial statements and reports that reflect the organization's financial position in accordance with generally accepted accounting principles (GAAP).
  • Conduct monthly budget-to-actual variance analysis, identifying and communicating significant variances to management with supporting explanations and recommendations for corrective action.
  • Compile and prepare external cost proposals, ensuring all financial components align with funding agency requirements, allowable cost guidelines, and Uniform Guidance (2 CFR Part 200).
  • Maintain and update financial models and forecasting tools to support planning and strategic decision-making across the organization.
  • Collaborate with Finance, Compliance, and program staff to ensure accurate coding of expenditures and timely resolution of discrepancies.
  • Support internal and external audit processes by compiling, organizing, and submitting required financial documentation within established timelines.
  • Prepare ad hoc financial analyses and reports as requested by management to inform organizational priorities and resource allocation decisions.
  • Maintain process documentation and standard operating procedures related to budgeting, financial reporting, and cost proposal functions to ensure accuracy and compliance.
  • Contribute to the continuous improvement of financial systems and reporting tools to enhance operational efficiency and accuracy.
  • Perform all related duties as needed and assigned.


Job Specifications:

  • Advanced proficiency in financial analysis and business modeling using Microsoft Excel, including pivot tables, formulas, and scenario modeling.
  • Thorough knowledge of generally accepted accounting principles (GAAP) and Uniform Guidance for federal awards.
  • Strong organizational and time management skills with demonstrated ability to manage multiple priorities and meet strict deadlines.
  • Excellent verbal and written communication skills with the ability to present complex financial information clearly to non-financial audiences.
  • Demonstrated ability to analyze data, identify trends, and provide actionable recommendations to leadership.
  • Experience with ERP systems and financial planning tools; familiarity with cloud-based budgeting platforms considered an asset.
  • Team-oriented approach with the ability to collaborate effectively across departments and with external stakeholders.
  • General knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.


Minimum Core Competencies:

Minimum Qualifications:

  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field. Relevant work experience may substitute for the education requirement on a year-for-year basis.
  • Five (5) years of progressively responsible experience in financial analysis, budgeting, or accounting.
  • Intermediate to advanced proficiency in Microsoft Excel including pivot tables, formulas, and data analysis functions.
  • Working knowledge of ERP and financial reporting systems with the ability to navigate multiple platforms.
  • Familiarity with relevant federal grant regulations, including Uniform Guidance (2 CFR Part 200) and grant cost proposal preparation.
  • Strong analytical skills with exceptional attention to detail and accuracy.
  • Ability to manage confidential information with discretion and maintain strict confidentiality.


Preferred Qualifications:

  • Professional accounting designation (CPA, CMA, or equivalent).
  • Experience in a nonprofit, tribal, or government financial environment.
  • Experience with federal and state grant regulations and external grant cost proposal development.
  • Familiarity with cloud-based financial planning and budgeting software, preferably Sage Intacct.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
