JOB DESCRIPTION

 

POSITION TITLE:  WAP Program Coordinator 

DEPARTMENT:     Weatherization             

FLSA STATUS:        Non-Exempt

REPORTS TO:        WAP Senior Program Manager

 

GENERAL DESCRIPTION OF DUTIES

 

The purpose of this position is to support the Agency’s needs by providing program support for the DOE Weatherization Assistance Program, Home Energy Solutions - Income Eligible Program (HES IE) and Home Energy Solutions (HES) programs. Responsible for ensuring continued eligibility for applicants in the CRT Federal, State, and Utility based Weatherization Programs in accordance to program and company regulations. Ensures continued compliance at all times with funding sources and collaborates with clients through each phase of the program to completion and ensures all information and supportive documentation is continually updated and verified. Additional weatherization eligibility requirements are reviewed as applicable, and referrals are made to other programs within or outside the agency as necessary. 

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

·         Provide program support and maintains thorough understanding of the Federal, State, and Utility rules and regulations that govern the Weatherization Programs; DOE Department of Energy; Home Energy Solutions Income Eligible; Home Energy Solutions. 

·         Review data in department databases for customer information.

·         Qualify all applicants by conducting a set of checks to determine eligibility using the Lead Check Form and Request for Weatherization Form.

·         Review Data Collection Sheets for completeness and perform routine data entry into software systems.

·         Ensure that determined measures and generated work orders are within program guidelines and obtain the proper savings to income ratio (SIR).

·         Speak with customers to explain approved weatherization measures to be installed in their homes.

·         Collaborate with contractors to determine qualified change orders to original work orders and aid in scheduling jobs and or inspections.

·         Review competitive bids and ensure they are accurate and signed. 

  • Obtain and review competitive bids for accuracy and submission for approval. 

·         Work with State Historic Preservation Office (SHPO) and obtain proper approvals when necessary. 

·         Ensure proper documentation is obtained from homeowners and contractors when necessary, such as permits, lead safe, mold disclosure etc. 

·         Utilize the CRT’s database(s) to track requests, audits, work assignments, inspections and invoices.

·         Gather the appropriate information to complete data entry for contractor invoice(s), review for accuracy and submit to the appropriate funding source insuring payment.

·         Leverage cost share measures with Utility Programs and determine proper execution for payment.  

·         Resolve customer and crew complaints and/or issues using sound problem-solving skills.

·         Prepare daily, weekly and monthly reports for DEEP management, CRT management and Weatherization Staff as requested.

·         Answer incoming calls from customers to discuss DOE WAP work or gather information to determine if referral to HES-IE, HES, or another program.

·         Acquire strong knowledge of all CRT programs to aid and guide callers in the proper direction to suit their needs.

·         Provide detailed written notes as requested.

·         Ensure a Steps entry is entered for each DOE WAP household.

·         Opens incoming mail and stamps received (invoices, applications, etc.).

·         Responsible for outgoing mail (applications, etc.).

  • Maintain required training and industry certifications/licensing necessary for professional credentialing.
  • Adhere to safety policies outlined in Agency handbook and OSHA safety standards. 

 

ADDITIONAL JOB FUNCTIONS

·         Perform all other duties as assigned.

 

MINIMUM TRAINING AND EXPERIENCE

 

Education: High school diploma or GED required, Associate or Bachelor degree strongly preferred

 

Minimum Years of Experience: 3 years in office administration required. Weatherization assistance, energy conservation/efficiency, and or construction or maintenance experience strongly preferred. 

 

Active Certification in Good StandingBuilding Performance Institute (BPI) Building Analyst and Envelope Certifications, U.S. EPA Retrofit, Repair and Painting (RRP) Certification, OSHA-10 Certification strongly preferred, or ability and willingness to obtain as directed. 

 

Demonstrated Skills: Excellent customer service and communication skills with the ability to work and educate clients from various backgrounds. MS Office and database proficiency. Experience in financing and production operations preferred. Organizational skills including the ability to handle multiple projects, write concise reports, plans and correspondence. Demonstrated ability to maintain accurate and timely records.

Active Driver License in good standing required upon hire and throughout employment.
