The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six divisions: Division of Regulated Child Care, Division of Health Care, Certificate of Need, KY Health Information Exchange, Division of Telehealth and Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet. This position coordinates and is responsible for the Center for Medicare and Medicaid's federal certification program in a multi-county region. This program is a funded health care facility program for survey and enforcement cases and is a statewide program covering over 1100 certified health care facilities overseen by four Enforcement Branch offices. This position also monitors, and tracks surveys conducted on the health care facilities to ensure compliance with state and federal laws, regulations and current policies and procedures. We offer flexible scheduling for employees who have successfully completed the probationary period.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Responsibilities And Duties
- Reviews, analyzes, and audits certified facility program surveys to ensure compliance with federal and state regulations and requirements.
- Audits enforcement cases to ensure accurate and timely processing of survey activities to ensure federal deadlines are met.
- Reviews, analyzes, and audits initial program certification, annual recertifications and initial and final packets.
- Coordinates program survey process with management staff and the facility certification status with Department of Medicaid Services for payment.
- Maintains a working knowledge of new and existing federal program regulations that apply to certification processes.
- Updates management staff on changes and provides assistance to staff within the Federal Certification Program database.
- Ensures timely processing of certification program actions
- Coordinates notifications to surveyors on certifications and/or licensing board for enforcement cases, as required by CMS.
- Other duties as assigned.
- Background in health services is preferred to address the needs of our customers.
- Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds.
- Excellent verbal and written communication skills.
- Proficiency with use of computers and Microsoft Outlook, Word, and Excel programs for daily tasks.
- Highly organized individual and experience managing a large case load are preferred.
- Experience handling large caseloads.
