Description
The agency may authorize the selected applicant to telecommute. The agency may terminate or modify the telecommuting arrangement at any time. Telework will not be permitted outside the state of Kentucky.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT related field.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in project management or business analysis.
Substitute EDUCATION for EXPERIENCE: A master's degree in computer science will substitute for two years of the required experience.
Substitute EXPERIENCE for EDUCATION: Two years of additional professional experience in project management, business analysis, or related field will substitute for the required education.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is typically performed in an office setting or in a virtual office environment. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Responsibilities Include But Are Not Limited To The Following
- Serves as project team lead for data collection, data quality and reporting; provides analytical support in development of design and integration of information technology systems. Oversees the testing process of information technology systems to ensure adherence to technology plan requirements.
- Analyzes requests for information technology development, and/or system modifications and prepares documents for long range information technology plans across agency organizational business lines. Works with internal and external partners to analyze business processes and makes recommendations for solutions based on available technology.
- Provides analytical documentation of information technology systems, including overall system design and integration, in accordance with organizational standards. Plans, develops, coordinates and/or makes presentation of highly complex training for information technology personnel to agency heads and management.
- Reviews, monitors plans and systems developed by contractors and technology staff. Provides technical assistance to systems analysts, programmers, business analysts and contract consultants in the design, development, integration, and documentation of large-scale information technology systems to enable the business process of user agencies.
- Analyses user problems in troubleshooting large-scale information technology systems issues and recommends and/or implements solutions.
- Performs other duties as required.
