Job Title: Proposal Coordinator

Location: Rancho Cordova, CA (In-Person– 4 days onsite)

Employment Type: Full-time

Pay Range: $75,000-$85,000 /yr

Overview of Opportunity

The Proposal Coordinator plays a pivotal role in managing the tactical and operational components of Clutch’s proposal development process. This role gathers information, provides technical and persuasive writing that effectively communicates Clutch’s expertise, edits complex documents, and coordinates with cross-functional teammates to ensure content is complete, accurate, and maximizes business opportunities. The Proposal Coordinator leads both lead generation and active pursuits in support of business goals. The Proposal Coordinator is articulate, has excellent written communication skills, task tracking and management skills, and can work under pressure to meet established deadlines. The position requires strong organization, creativity, and consistency, and is detail-oriented.  


What You'll Do


Opportunity Identification & Capture

Monitor and assess active and upcoming opportunities across platforms to support timely, strategic pursuits

  • Conduct preliminary research and support bid/no-bid decisions and early capture efforts
  • Identify potential partners, funding sources, and emerging government initiatives
  • Track policy and industry trends to inform growth strategy
  • Coordinate with internal teams to intake, evaluate, and prioritize opportunities aligned with organizational goals


Proposal Management & Delivery

  • Lead the full proposal lifecycle from intake through submission, ensuring compliance with federal, state, and local requirements
  • Develop proposal plans, schedules, review cycles, and submission logistics
  • Prepare clear proposal summaries outlining requirements, evaluation criteria, risks, and decision points
  • Manage proposal documentation, templates, resumes, and content libraries
  • Track proposal status, maintain visibility across teams, and analyze outcomes to drive continuous improvement
  • Oversee final packaging, signatures, and submission (digital and physical, as needed)


Writing, Editing & Content Development

  • Draft, edit, and format proposal content including technical narratives, past performance, resumes, and budgets
  • Translate complex subject-matter input into clear, compelling, and compliant responses
  • Ensure content aligns with brand voice, evaluation criteria, and strategic positioning
  • Enhance proposal quality through improved layouts, visuals, and storytelling


Collaboration & External Engagement

  • Partner cross-functionally with internal teams, leadership, and external stakeholders to deliver cohesive proposals
  • Communicate confidently with senior leaders and partners to gather input and keep efforts moving forward
  • Support partner coordination and proposal contributor training
  • Serve as a subject matter expert on proposal strategy, writing best practices, and compliance

  • 3 years of experience in government proposal development, technical writing, or related work.
  • Excellent writing, editing, formatting, and conceptual storytelling abilities, with demonstrated creativity in proposal design and content structuring.
  • Superior research skills and experience supporting lead generation, capture activities, or opportunity analysis.
  • Demonstrate exceptional attention to detail, ensuring accuracy, completeness, and compliance.
  • Familiarity with procurement platforms and websites used for opportunity identification and lead management.
  • Expertise in Microsoft Word, Canva, and Adobe Creative Suite
  • Comfort and ability to apply AI tools to improve proposal content and streamline workflows.
  • Highly skilled in time management with the ability to coordinate across multiple teams and manage multiple projects simultaneously.
  • Strong leadership, problem-solving skills, and adaptability in a fast-changing environment.
  • Experience with CRM and project management tools (e.g., Monday.com) and a demonstrated ability to learn new systems and processes quickly.


Physical Requirements

  • Works in-person at least four days per week. 
  • Ability to operate standard office equipment such as computer, calculator, keyboard, mouse, printer, and phone. 
  • May occasionally need to bend, squat, and lift up to 20 pounds.
