The primary objective of this position is to assist and support the Building Official in the implementation and administration of the Inspections Division programs and services by performing a wide variety of tasks which include: review permit application materials, conduct building plan reviews and inspections, interpret building codes, respond to public inquiries and give direction to Division personnel to ensure permits and records are prepared and maintained in an accurate and timely manner. In the absence of the Building Official assume responsibilities of Building Official and attend required meetings. This position will perform highly skilled professional and technical work in the review, evaluation, and approval of building plans as well as conduct inspections to ensure construction meets existing building codes, laws, and city ordinances.

Post-secondary education in in building technology and/or construction related field.
Certification as a Certified Building Official by the State of Minnesota.
Six (6) years of progressively responsible experience as a building inspector, construction inspection manager, plan reviewer or designer, preferably for a municipal organization.
Possession of a valid and unrestricted driver’s license, or ability to obtain prior to employment.
PREFERRED QUALIFICATIONS:
Previous local government working experience in a related field.
Delegation from the Minnesota Department of Labor and Industry (DLI) for plan review and inspections on state delegation projects.
ICC Plans Examiner/Inspector certification.
Supervisory or leadership experience.
Two- or four-year degree in Engineering, Architecture, Construction Management, or a related field.PHYSICAL DEMANDS

Provide managerial support to the Building Official to establish and achieve the goals and objectives for the Inspections Division.
- Ensure proper issuance of permits, documentation and recording of inspection data.
- Assist with preparation and review of month-end and year-end reports regarding inspections activity.
- Provide backup assistance for month-end credit card processing fee reconciliation.
- Assist building inspectors with resolution of inspection and plan review questions or issues.
- Provide interpretation of building, fire, and life safety codes to contractors, architects, engineers, and consultants.
- Assist with the updating, clarification, and creation of Inspections Division policies with regard to construction materials, methods, alternate materials and plan review and inspections requirements.
- Assist with review and investigation of complaints regarding building codes and related ordinances.
- Keep Building Official informed of public inquiries and requests, issues and concerns and promote uniformity of enforcement.
- Participate in budget planning and implementation.
- Supervision of commercial Building Inspector(s) including ongoing monitoring of work performance, preparation of performance evaluations, providing work direction and scheduling of work assignments.
- Preliminary screening of applicants, recommend and assist in the hiring of employees.
- Orientation of new Inspections personnel to ensure that they understand the goals and objectives of the Division.
- Provide effective ongoing training of new and current employees in proper work techniques, and quality and service level expectations.
- Identify training and other support needed by Building Inspectors and ensure that they maintain continuing education credentials and receive appropriate and necessary training within area of accountability.
Coordinate the evaluation of permit applications and plan reviews for commercial structures.
- Ensure proposed plans for commercial and residential structures meet building, zoning, and related codes, as well as requirements established by the City and other agencies.
- Provide technical and fair interpretation of building codes and standards.
- Conduct plan reviews, identify necessary plan corrections, and require changes to ensure code and ordinance compliance.
- Work collaboratively with the Planning Division, Engineering Department and the Fire Marshal/Public Safety Department to coordinate approvals during the plan review process and ensure that all applicable conditions and requirements of approval have been satisfied prior to issuance of permits.
- Meet with architects, engineers, consultants, and developers to clarify code requirements for construction design, materials, and practices.
- Ensure application materials, plans, and files are accurately prepared and maintained.
- Assign commercial addresses in accordance with City Code, Chapter 17.
- Conduct preconstruction meetings with contractors and architects to present and explain permit and inspection requirements and procedures.
- Perform inspections promptly and accurately including building, plumbing, HVAC, and other inspections as needed to verify compliance with applicable codes and conformance to approved plans and specifications.
- Evaluate and appropriately respond to situations and conditions in the field to ensure that the construction process moves forward while adhering to code requirements and minimizing delays in starting or completing a project.
- Ensure that all structures are inspected for conformance to codes and ordinances in a firm but fair manner.
- Inform site superintendents, owners, and contractors of violations verbally and via written correction notices.
- Conduct follow-up inspections and work with building owners, contractors, and managers to ensure code corrections have been completed.
- Maintain electronic permit files regarding inspections results.
