Virginia Beach Public Utilities Technical Services is seeking a critically thinking, self-driven individual to assist with technology-related departmental projects while maintaining existing systems. This individual will work as a member of the Public Utilities Technical Services Operations Support team, supporting division technology initiatives, application administration, reporting, training, and user support.
Duties and responsibilities include but are not limited to:
- Provide day-to-day support and management for Infor Public Sector (Hansen) / OpenGov (Cartegraph) (asset management and work order management system)
- Serve as power-user and provide functional support for access control systems (CyberLock, Lenel) and mobile device management software (Horizon MDM)
- Participate in software testing and validation activities, including User Acceptance Testing (UAT), documenting results and issues
- Assist with maintenance and inventory management of technology assets (hardware and software)
- Develop custom reports using MS SQL Server Management Studio, Crystal Reports, Report Builder, Power BI and OpenGov Basic and Advance Designer
- Review business operations; identify business needs and recommend business process improvements
- Liaison with the IT Department and/or vendors to resolve software or hardware issues
- Develop and document business procedures, user guides, and training materials
- Conduct end-user training and provide ongoing support to users with varying levels of technical competency
- Support data integrity through review, correction, validation, and analysis of data entries and reports to ensure accuracy, consistency, and actionable insights
- Perform other related tasks and duties as assigned

The ideal candidate should have:
- Experience with asset management and work order management applications or similar software
- Experience serving as a system administrator, power user, or functional lead
- Working knowledge of relational databases, such as MS SQL Server, Access, or similar
- Advanced proficiency with Microsoft Office products or similar programs
- Experience providing technical briefings, developing and conducting training sessions, and creating user-focused documentation
- Ability to effectively communicate complex technical information to non-technical users
- Commitment to quality customer service for internal and external stakeholders
- Detail-oriented with the ability to manage multiple projects and deadlines simultaneously
- Strong prioritization and time-management skills
- Ability to work independently with minimal supervision
