What are the responsibilities and job description for the Business Application Specialist II position at City of Virginia Beach?
Public Utilities Technical Services Division is looking for a GIS Special Projects Supervisor to join our team! This position plays a critical role in supporting and enhancing the division’s technology systems and data-driven operations.
Duties will include, but not limited to:
- Provide direct supervision of 1 full time employee.
- Serve as administrator of the multiple SDE databases.
- Serve as administrator of the several spatial applications.
- Serve as a subject matter expert and project lead on GIS and ETL implementation projects.
- Work with internal customers to create requirements for developing applications and solutions to meet departmental needs
- Work Proficiently using FME Form and FME Flow
- Strong skills in developing ETL process combining multiple data sources
- Create and document procedural processes and workflows
- Participate in and oversee the quality control of staff work
- Lead or participate in projects related to creating dashboards or data visualization
- Provide technical support to departmental staff.
- Conduct meetings or make presentations to communication information
- Liaison with IT Department and/or vendors to resolve software or hardware issues as well as oversee application implementations.
- Assist with maintenance and inventory management of technology assets (hardware and software).
- Support the technical aspects of the Damage Assessment program.
The ideal candidate should have:
- Experience with Esri ArcGIS Pro, and ArcGIS Enterprise
- Experience serving as a system administrator, power user, or functional lead.
- Proven ability to manage authoritative spatial datasets.
- Proven ability to develop spatial applications and ETL processes.
- Experience conducting data analysis to support operational decision-making, performance tracking, or process improvement.
- Familiarity with Esri's Utility Network model.
- Familiarity with integration of GIS with enterprise systems such as OpenGov
- Experience providing technical briefings, developing and conducting training sessions, and creating user-focused documentation.
- Ability to effectively communicate complex technical information to non-technical users.
- Commitment to quality customer service for internal and external stakeholders.
- Ability to present data-driven insights clearly to diverse audiences.
- Detail-oriented with the ability to manage multiple projects and deadlines simultaneously.
- Strong prioritization and time-management skills.
- Ability to work independently with minimal supervision.
