What are the responsibilities and job description for the Business Application Specialist II position at City of Virginia Beach?
The Business Applications Specialist, reporting to the Technology Services Manager, assumes the responsibility of overseeing Public Works Engineering business application systems to facilitate divisional business processes. They will demonstrate their expertise in a range of enterprise applications, providing comprehensive systems support and guidance for the department of Public Works at the City of Virginia Beach. This includes administrating the Cloud Based Project Management Solution (Masterworks), Public Works Engineering Website(s), Power BI, and SharePoint sites.
This position offers a remote-hybrid work schedule.
Duties include but are not limited to:
Manage the department’s cloud based Project Management Solution (Masterworks); assist with the ongoing assessment of information technology needs for all divisions of Public Works Engineering.
Lead departmental user requirements gathering for applications under purview; evaluate and prioritize requests for new requirements, modifications, and enhancements to existing systems.
Administer Mobile Device Management (MDM) system (Workspace One), setup devices and distribute apps via MDM on city owned mobile devices (Apple iPad, iPhone, Tablets).
Facilitate the implementation of enterprise system replacements ensuring a smooth transition from legacy applications; Oversee the maintenance and regular updates of managed applications. This includes observing performance, monitoring interfaces, maintaining awareness of patches/updates, and resolving issues that may arise.
Developing test scripts for system upgrades and patches; conduct user acceptance testing as needed for updates.
Provide functional system expertise to configure responsible applications to align with specific business processes and departmental requirements, modifying and developing workflows, reporting, and dashboards.
Application user / permissions management to include applying the appropriate role-based security deployment to user groups.
Coordinate development of user training materials, general guidelines, and policies for managed applications; provide systems training & workshops to user groups; develop and provide technical briefings for staff on new services and system features.
Liaise with software vendors or third-party service providers to resolve issues and coordinate upgrades/updates for managed applications.
Facilitate change management efforts with the appropriate departmental stakeholders and the Department of Information Technology (IT).
Collaborate with Public Works Engineering divisional managers to identify opportunities for process improvement and automation; analyze existing workflows, recommend changes, and leverage application capabilities to streamline operations.
Administration of SharePoint, including but not limited to: Managing sites and users, site configuration, custom features, managing space, configuring PowerApps/ PowerAutomate, and updates.
Management and Administration of Power BI, including but not limited to updating and publishing dashboards, troubleshooting, vetting and implementing feature requests, creating reports, and training users.
Work closely with Technology Services Manager and Public Works leadership to assist with various ad-hoc technology initiatives.
Design, develop, and maintain Microsoft Power Apps and Power Automate flows to streamline business processes, improve efficiency, and support departmental operations.
