DEFINITION

Under general supervision, to perform skilled journey level duties involving the maintenance and repair of City streets, sidewalks, storm drains, guard rails, signs, easements, parks grounds and related facilities; to operate a variety of hand and power tools and equipment; and to perform a variety of tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

This is the full journey level within the Field Service Worker series which may be used in Streets, Traffic Control, and Parks Maintenance, as assigned. Employees within this class are distinguished from the Field Service Worker by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit and be proficient in the operation of tools and equipment related to area of assignment. Positions assigned to this class may also serve as lead and in a training capacity in the field on assignments while working with lesser skilled Field Service Workers.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Parks, Recreation and Community Services Deputy Director.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions

  • Performs a variety of duties in the repair and maintenance of city streets, sidewalks, storm drains, guard rails, signs, easements and related fixtures.
  • Performs street maintenance duties; prepares surfaces for paving; patch potholes; mixes, spreads, shovels, rakes and rolls asphalt; sprays oil; lays chip seal surfaces.
  • Performs curb, gutter, driveway and sidewalk maintenance duties; breaks up paved surfaces; sets forms; mixes, pours, spreads and finishes concrete.
  • Performs storm drain and flood channel maintenance duties; cleans storm drains; clears brush from catch basins, storm drains and flood channels; builds forms and prepare subgrades; mixes, pours, spreads and finishes concrete.
  • Performs traffic street maintenance duties; paints traffic control markings and stencils on pavements and curbs; fabricates, installs and maintains street signs; installs raised traffic bars, guard rails and reflectors.
  • Places cones, barriers and signs to define the work area and protect the public; monitors and directs traffic to ensure area safety.
  • Performs graffiti removal duties; operates sandblaster as needed; prepares surfaces to be refinished or repainted.
  • Performs heavy manual labor; breaks up and removes surfaces; digs, shovels, loads and unloads soil, sand, asphalt mixes and other materials; loads and unloads rocks, sand, gravel and other items at assigned job sites; excavates and fills trenches and ditches.
  • Cleans and maintains assigned vehicles; monitors, checks and maintains fluid levels; fuels and lubricates vehicles; reports need for major repairs.
  • Performs a variety of maintenance and repair activities for city parks including grounds maintenance, landscaping, and routine maintenance and repair of park fixtures; cleans restrooms and stocks materials and supplies.
  • Performs grounds maintenance chemical application duties; stores, mixes and sprays herbicides, fungicides and pesticides; ensures proper application of all materials; ensures equipment is operating properly; performs all duties in compliance with City and mandated health and safety rules and regulations.
  • Operates and maintains a variety of landscaping equipment including small tractors, spreaders, rototillers, stump cutters, sprayers, edgers, blowers, hedge trimmers, weed eaters, chippers, shredders and related equipment; ensures all equipment is operated in a safe and efficient manner.
  • Performs routine maintenance duties such as mowing and edging grass, operating a weed eater, blowing sidewalks and parking lots after mowing, cleaning restrooms, removing and trimming shrubbery, raking leaves and removing graffiti/vandalism.
  • Plants, prunes and maintains street and park trees; removes stumps and cuts back roots; cleans limbs and brush from signs; lowers and stacks branches and limbs.
  • Cleans and maintains grounds, athletic fields, tennis courts, skate parks, dog parks, gardens, paved areas, paths, walkways, stair grounds and stairways; picks up and discards trash and litter; assists with removing trash and debris from homeless encampments and other regularly scheduled or special events.
  • Performs various landscape projects and field renovations including installation of drought tolerant plants, and aeration, reseeding, and top dress of sod; installs woodchip as required.
  • Maintains irrigation systems for City parks and City-owned facilities including sprinklers, valves, pipes, mainlines, backflows, irrigation timers, and low voltage wiring.
  • Maintains and installs playground equipment, outdoor fitness equipment, rubberized surfacing, field backstops, pitching rubbers, home plates, and dug out benches.
  • Maintains, installs, and repairs park facilities including chain link, wood, block, and wrought iron fences, gates, and hardware; performs routine electrical installation and repair of lighting and related fixtures; installs and repairs barbeques, tables, picnic shelters, and benches; installs and repairs faucets, toilets, drains, drinking fountains, and related fixtures; cleans, resurfaces and paints court floors, posts, backboards, rims, nets, and related fixtures.
  • Performs routine maintenance at regular and special City events involving set-up, and clean-up; participates in regular and special clean-up projects within community parks and public places including homeless encampments by picking up and removing trash and debris.
  • Maintains irrigation systems for City parks and City-owned facilities including sprinklers, valves, pipes, mainlines, backflows, irrigation timers, and low voltage wiring.
  • Operates manual and power tools and equipment such as push mowers, weed eaters, shovels, rakes, trucks, pick axes, airless spray equipment, heat bonding machines, stripers, concrete saw, jack hammers and various other equipment in support of streets and parks maintenance and repair operations and related equipment; cleans and maintains assigned equipment.
  • Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  • As assigned, provides assistance to cemetery operations; digs and fills grave sites.
  • As assigned, assists the Landscape Contract Specialist with performing inspections of landscape contractors and their work including contracts for landscaping, tree trimming, and janitorial services; works with vendors to resolve issues and concerns; resolves issues with residents; explains City policies and guidelines.
  • Ensures adherence to safe work practices and procedures.
  • Performs related duties and responsibilities as required.

  • Methods and techniques of preparing and applying road surfaces including asphalt and chip seal.
  • Methods and techniques of painting and stenciling street markings and signs.
  • Methods and techniques of plumbing, irrigation installation and repair, and backflow.
  • Methods and techniques of playground and outdoor fitness equipment inspection and repair.
  • Methods and techniques of painting.
  • Methods and techniques of facility and outdoor fixture maintenance.
  • Rules, regulations, codes and standards for assigned maintenance program area.

Ability To

  • Perform a variety of journey level duties in support of street maintenance, traffic control, and parks grounds and facilities maintenance.
  • Prepare and apply a variety of construction materials including asphalt and concrete.
  • Operate and apply paint and stencil equipment to properly mark streets.
  • Clean, maintain and operate assigned tools and equipment.
  • Properly place cones, barricades and warning devices and maintain traffic control at job sites.
  • Perform manual labor.
  • Plant, transplant and maintain trees, shrubs, plants and grass.
  • Recognize common plants, diseases and insects.
  • Operate a variety of maintenance tools and equipment in a safe and effective manner.

  • Perform installations and preventative maintenance on assigned equipment.
  • Interpret and explain City policies and procedures.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Operate and maintain work order systems and related software program using a field tablet.
  • Work independently in the absence of supervision.

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

  • Two years of street maintenance, traffic control, and/or parks grounds maintenance experience, depending on area of assignment.

Training

  • High School diploma or equivalent supplemented by specialized training in horticultural maintenance, gardening, construction, concrete, asphalt, pesticide application, or a related field.

License Or Certificate

  • Possession of a State of California Class A or B driver’s license, and the ability to maintain insurability under the City’s vehicle insurance program.
  • Pesticide Applicator's license is desirable.
  • Arborist certification is desirable.
  • Certified Playground Inspector certification is desirable.

Selection Process

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.

Veterans Preference Credit Eligibility

Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only.
