Development Services Tech III is an essential part of the Real Property Services division. This position provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment.

What you’ll get to do: 

  • Lead and participate in the work of technical and administrative personnel in the performance of technical, development review, and permit processing functions and administrative work.    
  • Engage with the community, including residents, property owners, business owners, and community-based organizations.  
  • Coordinate various stages of the permitting process. 
  • Explain the City's processes, codes, and procedures.
  • Respond to customer and public inquiries and complaints; explain and interpret codes, policies, standards, fees, and procedures to the public.  
  • Our Development Services Technician III team leaders may be assigned as the "single point of contact" on high-profile initiatives, requiring public speaking and coordination of multiple city codes as it pertains to that assignment.    
  • Oversee the processing of applications for permits, inspections, or services; oversee permit issuance.
  • Sustain a culture of safety, organizational excellence, stewardship, and professionalism
  • Apply continuous improvement principles in standard daily work and long-range planning


An Ideal Candidate will have at least 5 years of professional engineering experience specializing in traffic design and operations, and 2 years of experience directing/planning the work of staff.

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Experience exercising sound independent judgment and initiative within established guidelines, such as evaluating compliance and regulatory issues and adopting effective solutions.
  2. Experience functioning in a leadership capacity, delegating tasks, and promoting a culture of inclusivity, safety, and accountability.
  3. Experience with the development and monitoring of performance with a focus on customer service, quality assurance, and continuous process.
  4. Experience reading and interpreting various kinds of maps, permit records, architectural and engineering drawings, construction plans, and other technical materials. 
  5. Experience with effective written and oral communications, understanding your audience, and documenting successful completion for a wide range of assignments.

STEP 2: Minimum Qualification Evaluation: Week of December 8, 2025

  • Your résumé and responses to the supplemental questions will be the basis for our evaluation of your qualifications for this position. Incomplete or inappropriate information may result in disqualification.
  • You have 14 days from the notice of the minimum qualification evaluation results to let us know if you would like to review and discuss your evaluation results. Please read the City of Portland Administrative Rule 3.0 1for complete information.
  • Additional evaluation may be required before establishment of the eligible list and/or final selection.

Step 3: Establishment of Eligible List: Week of December 15th

  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.
