About This Position
This Environmental Quality Specialist position is in the Office of Environmental Programs (OEP). OEP develops environmental policy for the City, oversees environmental compliance, and leads environmental initiatives. This position coordinates work on Environmental Protection Agency (EPA) Brownfields grants; including assessment, cleanup, loan fund, multipurpose, and workforce development and City Brownfields bond funding.
This position will manage the City's existing grants, conduct community outreach, market the program to development, real estate and related industry sectors, and coordinate with City departments to understand program needs related to Brownfields funding. The position will also identify and pursue EPA, other government agencies, and philanthropic funding opportunities to support and advance the City's brownfields redevelopment goals.
Grant management includes budgeting, project management and reporting, and review of Phase I and II environmental site assessments (ESAs), and remediation reports. This position will also review Phase I and II ESAs for City acquisitions.
In rotation with others, this position will cover the OEP 24/7 on-call hotline for hazardous material dumping. This position may also assist with various internal environmental compliance activities conducted by OEP.
IDEAL CANDIDATE
Pay Range: $72,966.40 - $107,806.40 annually.
Hiring Range: $72,966.40 - $ 88,691.20 annually.

IDEAL CANDIDATE
- Strong skills in written and oral communication, including the ability to lead training sessions and present at public meetings.
- Candidate meets the definition of an Environmental Professional as defined in the All Appropriate Inquiries Final Rule at 40 CFR Part 312.
- Proficient in Adobe Acrobat, Excel, PowerPoint and Word.
Pay Range: $72,966.40 - $107,806.40 annually.

Minimum Qualifications
- Two years of professional level experience in the field of ground or surface water, air, or soils management.
- Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

The minimum qualifications listed above, plus:
- Working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
- At least two years experience conducting ASTM E 1527 Phase I environmental site assessments, Phase II environmental site assessments, remediation and/or environmental site assessment and remediation project management related activities.
- Experience with EPA Brownfields programs and/or environmental activities associated with the redevelopment of Brownfields properties.
- Working knowledge of CERCLA and RCRA as it applies to environmental due diligence and cleanup activities.
- Experience in project management and budgeting of environmental projects.
- Experience managing and coordinating grant programs.
- Experience in the application of scientific principles and environmental regulations to complex environmental questions.
- Experience with WQARF or EPA superfund site cleanup activities.
- HAZWOPER 40-hour training.
