In Traffic Services, The Key Duties And Responsibilities Are
- Ensuring compliance with the Traffic Barricade Manual and Manual on Uniform Traffic Control Devices.
- Overseeing the enforcement of City Code, haul routes, traffic control plans and specifications, as it relates to activities in city right-of-way.
- Developing training curricula and classes for annual certification of contractors, city staff, utility companies, and others.
- Resolving traffic control conflicts where possible and recommend desirable changes or solutions.
- Managing, supervising, directing the administrative functions of the inspection and administrative teams and taking disciplinary action as required.
- Training and providing technical assistance to Chief Construction Inspectors.
- Reviewing TRACS permits, violations, reports, time sheets and special event plans prepared by inspectors.
- Maintaining good working relationships with internal and external partners, contractors, utility companies and others working or holding activities in the right-of-way.
- Communicating effectively and professionally with customers, City employees, boards and commissions, and the public in face-to-face or one-on-one settings, group settings, through electronic communications, or using a telephone.
- Managing consultant inspectors.
- Familiarity with specifications and construction practices for pavement maintenance activities
- Supervising City staff.
- Facilitating coordination meetings with various stakeholders.
- Working with public engagement consultants.
- Responding to residents' questions and concerns.
- Managing pre-construction activities and warranty periods.
- Chairing pre-construction meetings and progress meetings.
- Knowledge of principles of civil construction and construction field safety practices.
- Working knowledge of Maricopa Association of Governments (MAG) Standard Specifications and Details.
- Working knowledge of City Code sections that apply to construction work in the right-of-way.
- Ability to analyze information and make decisions.
- Ability to work collaboratively with managers, peers, staff, and utility companies.
- Proficiency in Microsoft Office Suite, including Outlook Excel and Word.
- Effective oral and written communication skills.
Pay Range: $76,627 - $113,193 annually.

Minimum Qualifications
- Six years of experience in field inspection engineering work,
- Including two years of technical and skilled public works construction inspection experience (or one year at the level of Chief Construction Inspector).
- Other combinations of experience and education that meet the minimum requirements may be substituted
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Working irregular hours, weekends, holidays and evenings may be required.
- Moving heavy objects (50 pounds or more) short distances (20 feet or less) may be required.
- Exposure to noise, dust, heat, cold, vibration, traffic and other outside working conditions may be required.
- Requires working for prolonged periods standing in one location, and/or walking over rough, uneven, or rocky surfaces.
The minimum qualifications listed above, plus:
- Experience with MUTCD and City of Phoenix Traffic Barricade Manual.
- Experience supervising or knowledge of supervisory techniques.
- Experience with effective communication with internal and external customers.
- Knowledge of principles of civil construction and construction field safety practices.
- Experience using Microsoft Office Suite, including Outlook, Excel and Word with proficiency.
