What You'll Lead & Deliver
Operational Excellence
- Build lean, efficient operations that reduce downtime and improve quality and safety.
- Standardize processes, optimize workflows, and use KPIs and dashboards to drive performance.
- Implement a citywide PM strategy with strong compliance, consistent service, and MTBF/reliability tracking.
- Use root cause analysis and condition-based maintenance where feasible.
- Lead a customer first model with clear communication, transparency, and proactive scheduling.
- Implement feedback loops and satisfaction metrics.
- Oversee operations and modernization of 86 fuel sites, including technology upgrades, compliance, safety, and reliability.
- Ensure standardized maintenance and security.
- Lead 18 shops with consistent standards, staffing, training, tools, and dashboards.
- Support technician development, apprenticeship programs, and shop safety.
- Balance workloads across locations.
- Maintain high availability, prioritizing Solid Waste and Public Safety.
- Monitor uptime daily/weekly and rapidly address constraints.
- Manage fleet procurement through disposal, optimizing asset life and TCO/ROI.
- Standardize specifications for maintainability and parts commonality.
- Leverage M5, telematics, fuel data, and analytics to guide decisions.
- Establish core KPIs and executive dashboards.
- Collaborate with unions to ensure a safe, productive workplace.
- Manage contracts for vehicles, upfitting, parts, tools, and services.
- Coordinate closely with customer departments.
- Manage operational and capital budgets.
- Ensure regulatory, safety, environmental, and fuel compliance.
- Maintain strong risk management and corrective action programs.
- Strong lifecycle asset management skills (procurement through retirement, TCO/ROI).
- Ability to lead organizational change, modernize operations, and manage technology adoption.
- Strong leadership, communication, and consensus building skills; high emotional intelligence.
- Ability to use data to drive decisions and evaluate operational performance.
- Familiarity with sustainability and alternative fuels (CNG, hybrid/EV).
- Knowledge of City of Phoenix processes, procurement, budget, and regulatory frameworks (optional but advantageous).

Pay Range Explanation
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.
- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.
- When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
- Five years of responsible experience in public works operations or administration.
- Three years in a supervisory and administrative capacity.
- Bachelor's degree in business or public administration or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Experience leading multiple maintenance shops in a union environment with strong results in uptime, PM compliance, and cost control.
- Expertise with fleet systems (M5), fuel technology, telematics, and analytics/dashboards.
- Experience modernizing fuel sites and improving compliance and reliability.
- Experience collaborating with diverse departments, vendors, and stakeholders.
