About This Position
The Retirement Office is comprised of 21 positions that are responsible for providing pension information to members of the City of Phoenix Employees Retirement System (COPERS) and the Arizona Public Safety Personnel Retirement System (PSPRS). The City's Deferred Compensation Plans (457/401(a)/ PEHP) are also managed within the office. Each of the benefit functions in Retirement report to their respective Board of Trustees that are responsible for overseeing roughly $8 billion in retirement assets. The Retirement Office is divided into three areas: Administrative/Operations, Benefits, and Investments.
The Operations Administrative Assistant II serves a vital role in the Retirement Office by providing support in day-to-day operations, acting as the department procurement officer, serves as the Equal Opportunity Plan liaison, manages more than 50 contracts, facilitates projects such as board elections, assists with internal and external audits, prepares annual reports in compliance with Governmental Accounting Standards Boards (GASB), prepares all Legistar items, backup payroll liaison, and assists with special projects assigned by the Retirement Program Administrator.

Pay Range: $66,185.60 - $107,806.40 annually.
Hiring Range: $66,185.60 - $97,780.80 annually.

The Duties Of This Position Include
- Act as the Procurement Officer for the department responsible for contract solicitations including drafting requests for proposal and requests for qualification.
- Manage all department contracts for goods and professional services and monitor expenses.
- Assist in analyzing and implementing Retirement Policy and statutory benefit changes.
- Assist with the annual budget processes.
- Assist with all internal/external audits.
- Act as Travel Liaison.
- Prepare annual financial reports ACFR/PAFR.
- Process purchase requisitions, invoices, and payments for departmental expenditures.
- Facilitate cash management process, reconciliations, documentation and process wires and check deposits.
- Work with both the Benefits and Administrative/Operations Teams to complete various operational studies and present results to the Retirement Administrator/COPERS and Local Boards.
- Meet with staff to establish agendas for all board meetings, create, or review and edit appropriate supporting documentation for agenda topics, review and approve meeting packets and ensure they are properly noticed in accordance with Arizona's Open Meeting Law.
- Conduct and compile member satisfaction surveys and performance management reports to enhance service delivery.
IDEAL CANDIDATE
- Knowledge of the City of Phoenix or municipal government structure and processes.
- Advanced computer skills (Microsoft Word, Excel, PowerPoint, etc.).
- Ability to work collaboratively within a team or independently with minimal supervision.
- Strong business written and oral communication skills.
- Strong understanding of the procurement process and contract administration duties.
Pay Range: $66,185.60 - $107,806.40 annually.

- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.

Minimum Qualifications
- Bachelor's degree in public or business administration or a related field.
- Three years of professional experience in public administration or governmental research or finance.
- Other combinations of education and experience that meet the minimum requirements may be substituted.

- Working with SAP and SRM.
- Managing budgets, procurement processes, and contract management in a government or for a large business.

- Using Legistar to draft and route legislative documents.
- Performing statistical work, analytical research, and link analysis.
- SAP invoicing and Payment Control Documents.
- Managing, monitoring, verifying compliance, and auditing programs and contracts.
- Writing and managing RFPs and RFQs.
