What are the responsibilities and job description for the BUYER position at City of North Richland Hills, Texas?
The purpose of this position is to provide comprehensive procurement support to City departments by facilitating the timely and compliant acquisition of goods and services in accordance with applicable local, state, and federal laws. The Buyer coordinates competitive bidding processes, administers contracts and renewals, reviews and re-solicits expired agreements, and evaluates new bids to ensure best value and regulatory compliance. Responsibilities include managing and monitoring standardized form contracts, maintaining accurate purchasing records, and serving as a resource to City employees and vendors. This position does not exercise supervisory responsibilities.
· Procure goods and services through informal and formal solicitation processes
(RFQs, RFPs, RFBs, cooperative purchasing).
· Prepare bid specifications, solicitation documents, addenda, and contract documents.
· Conduct vendor outreach and manage vendor relationships to ensure competition and best value.
· Evaluate bids and proposals for responsiveness, responsibility, and compliance.
· Issue purchase orders and maintain procurement records.
· Coordinate and administer contracts, renewals, and amendments.
· Ensure compliance with applicable laws, including Texas procurement statutes.
· Assist departments with scope development and procurement planning.
· Monitor vendor performance and resolve contract issues.
· Research cooperative purchasing programs (e.g., BuyBoard, Sourcewell, HGACBuy).
· Provide guidance to City staff regarding procurement procedures.

What We're Looking For
· Associate’s degree in business administration.
· Must have at least two (2) years of purchasing experience and demonstrate the ability to prepare clear and detailed specifications, analyze bids and proposals, and negotiate.
· Must have knowledge of public sector procurement principles, Texas Local Government Code purchasing requirements, competitive bidding and negotiation techniques, contract development and administration, and financial practices related to governmental purchasing.
· Valid Texas Class C Driver’s License.
